<br />to use public or private land owned by another for a specific purpose. <br /> <br />ESSENTIAL SERVICES. Public and private utilities required by the resident and <br />working population. <br /> <br />F A{:ADE. The exterior wall of a building exposed to a public view or that wall <br />viewed by persons not within the building. <br /> <br />FAMILY. An individual, two or more persons related by blood, marriage or <br />adoption, or a group of not more than five persons not so related, living together as a <br />single housekeeping unit using common cooking and kitchen facilities. <br /> <br />FENCE. Any artificially constructed barrier of any material or combination of <br />materials erected to enclose or screen areas of land. <br /> <br />FLOODPLAIN or FLOOD-PRONE AREA. Any land area susceptible to being <br />inundated by water from any source. <br /> <br />FLOODWAY. The channel of a river or other watercourse and the adjacent land <br />areas that must be reserved in order to discharge the lOO-year flood without cumulatively <br />increasing the water surface elevation more than one foot at any point. <br /> <br />FLOODWAY FRINGE. All that land in a floodplain not lying within a delineated <br />floodway. Land within a FLOODWAY FRINGE is subject to inundation by relatively <br />low velocity flows and shallow water depths. <br /> <br />FLOOR AREA. The sum of the gross horizontal areas of the several floors of a <br />building or dwelling unit, measured from the exterior walls or from the centerline of <br />party walls separating buildings, excluding basements. <br /> <br />FLOOR AREA RATIO. The total floor area on a zoning lot divided by the total site <br />area of the lot or parcel being developed. <br /> <br />FREESTANDING SIGN. Any sign supported by structures or supports that are <br />permanently anchored in the ground and that are independent from any building or <br />structure. <br /> <br />FRONT or FRONTAGE. That side of a lot abutting on a street or way and <br />ordinarily regarded as the front of the lot, but it shall not be considered as the ordinary <br />sideline of a comer lot. <br /> <br />GARAGE, PRIVATE. Any accessory building or an accessory portion of a <br />principal building designed or used solely for the storage of motor vehicles, boats and <br />other personal belongings which are owned or used by the occupants of the building to <br />which it is accessory <br /> <br />IO <br />
