City of Centerville <br />Council Meeting Minutes <br />October 26, 2005 <br />Council Member Lakso agreed. <br /> <br />Council Member Paar stated he believes the signs that were displayed were wrong for the <br />City and very tacky. However, the Council has to support everyone in the City. He <br />noted he does not think there is any room in the City for this type of signage but Mayor <br />Capra did handle the situation well. <br /> <br />Council Member Paar continued stating one sign up is still not acceptable to him. He <br />would like to review the sign ordinance to avoid this type of issue in the future. <br /> <br />Mayor Capra stated the City does regulate adult content within the City. She indicated <br />she would like the Planning and Zoning Board to review the issue of signage on private <br />property in public view. She asked if the City could regulate that. <br /> <br />Mr. Hoeft stated the City does have some ability to regulate that to a certain extent. The <br />ordinances need to be reviewed and possibly be revised. <br /> <br />Mayor Capra asked City staff to have the Planning and Zoning Board review this issue. <br /> <br /> <br />5.Evaluate Traffic Speeds on Mill Road <br /> <br />Mayor Capra stated many residents are concerned about the speeds on Mill Road and the <br />fact that there are no stop signs on that roadway. She asked if the Council is agreeable to <br />request a speed study by the Police Department. <br /> <br />Council Member Terway stated speed studies are very valuable and do record the speeds <br />along with the times of those speeds. He agreed a speed study should be conducted. <br /> <br />Council Member Lakso stated she does not believe there is a speeding issue on Mill Road <br />but does think there are speed problems on adjoining roadways. However, she is <br />comfortable with a speed study being conducted on Mill Road. <br /> <br />Motion by Council Member Terway, seconded by Council Member Lakso for the <br />City or County to place a speed cart on Mill Road, where they deem necessary, to <br />evaluate speeds on that roadway. All in favor. Motion carried unanimously. <br /> <br />VIII. OLD BUSINESS <br /> <br /> <br />1.CSAH 14 Widening Project (Memorandum of Understanding) <br /> <br />Mr. Larson distributed the last draft of the Memo of Understanding received from the <br />County highlighting the County’s changes as well as the City’s changes. <br /> <br />Mr. Larson answered questions from the Council regarding the language within the <br />Memorandum of Understanding. He stated it seems as though the County will not do the <br />st <br />project if the City insists on a signal light at 21 Avenue. <br />Page 5 of 8 <br /> <br />
