<br />City Council Meeting Minutes <br />June 8, 1992 <br />page three <br /> <br />3. Increase the size of the culvert. <br /> <br />It appears from the information put together by the City Attorney <br />and the City Engineer that the cost to obtain easements for the <br />new flood study would be approximately $90,000.00. The cost to <br />increase the culvert is estimated to be $85,000.00. <br /> <br />Council member Burgstahler appeared to feel that there would more <br />benefit to the City to spend the money towards the replacement of <br />the culvert versus obtaining the easements. He appeared to feel <br />that it may be in the City's best interests to enlarge the <br />culvert at the Peltier Lake Drive crossing and get it out of the <br />way so that the City may progress with the Clear Water Creek <br />Flood Plain Reduction Project. He noted that may be the Rice <br />Creek Watershed District climate be more amenable to the other <br />project after the Peltier Lake Drive culvert is enlarged. He <br />noted that from the Rice Creek Watershed District minutes Wade <br />Savage, Rice Creek Watershed District Board Member, appears to <br />still be saying that he won't approve the Clearwater Creek Flood <br />Reduction Project if it reduces the flood plain. Who knows what <br />he will come up with next. Council member Burgstahler also <br />suggested that if the annexation of the properties to the east of <br />the City of Centerville were to occur, that the City may want to <br />add those properties to the Clearwater Creek Flood Reduction <br />Project. <br /> <br />Council member Wilharber appeared to feel that it would be in the <br />City's best interest to continue with pursuing the Clearwater <br />Creek Flood Reduction Project and to go ahead with the Peltier <br />Lake Drive culvert improvement. He noted that this shows the <br />Rice Creek Watershed District that the City is moving forward <br />with the project. <br /> <br />Council member Pelton arrived at 8:05 p.m. <br /> <br />Council member Wilharber continued expressing concern that if the <br />City were to delay the Clearwater Creek Flood Plain Reduction <br />Project until 1993, the City would lose the County monies that <br />have been committed toward the project. <br /> <br />Mayor Buckbee noted that the Rice Creek Watershed District may <br />have taken Centerville resident concern in the wrong way and may <br />be trying to limit their liability. <br /> <br />It appeared to be the consensus of the City Council that Council <br />members Pelton and Burgstahler shall work with City Staff to <br />draft a letter to Anoka County requesting an extension of their <br />commitment of funds to the Clearwater Creek Flood Reduction <br />Project; and regarding the payment the Rice Creek Watershed <br />
