City Council Meeting Minutes
May 13, 1992
Page four

SumD PumD Ordinances
The City Council reviewed two drafts of City Ordinances regarding
sump pumps. One modeled after the City of Waconia, and one
modeled after the City of Lino Lakes. The primary difference in
the two ordinances appears to be that the City of Waconia model
requires that sump pumps connected to the sanitary sewer system
shall be disconnected.

Motion by Buckbee, second by Pelton to direct City Staff to
provide a draft to the City Council incorporating the two
ordinances to include the provisions that sump pump drainage
shall be removed from the City's sanitary sewer systems to
include removal from industrial and commercial buildings; the
proposed surcharge fee for property owners not in compliance with
removal of the sump pump drainage from the municipal sanitary
sewer system shall be addressed in the future, motion carried
unanimously.

Municipal Facility
Motion by Pelton, second by Wilharber to approve an amendment to
the Architectural Fee Contract between Mjorud Architect and the
City of Centerville for the proposed Municipal Facility to
include a fee quotation for the pump house for a fee not to
exceed $1,900.00 for basic services outlined in a letter dated
April 30, 1992 from Mjorud Architect, motion carried unanimously.

A copy of this letter is on file with the Clerk/Administrator.

Council member Pelton noted that with the City's present budget
the calculations from Mjorud Architect appear to show that a fire
hall would be the only affordable project at this time. She did
note that Mr. Mjorud had discussed top soil stripping and common
borrow for a total of approximately $44,000.00. She suggested
that the City investigate a possible swap of the stripped top
soil and common borrow with local contractors. She also
suggested that a fire hydrant in the southeast corner of the
project and a six inch water line to the project may not be
necessary items. It appeared to be Council member Pelton's
recommendation that the City continue with the design of the
building as originally proposed and bid the municipal facility
section project as an add alternate and possibly consider the
hearing of a bond referendum through the public.

Ms. Pelton noted that the City has consider remodeling the
current City Hall facility for a meeting room and administrative
offices and advised that the estimate for an update would cost
approximately $83,000.00. She also noted requirements now facing
Cities regarding the American Disability Act. Keeping up with
the City's needs for handicap facility, the current municipal
