City of Centervll/e rr Troll Granf Page 2 2/7M)9 The plans for this project wiR need to meet certain guidelines outside of our normal fonnat protocol due to the requirements of the federal funding aSSOCiated with the Transportation Enhancement Grant. Federal requirements necessitate a host of additional detailed information that must appear on the plan set and be submitted for review, including: . Statement of Estimated Quantities . Alignment and Structure Tabulations . Cross Sections . MNDOT Standard Plates . MNDOT Standard Bid Items . Traffic Control Plans . Fonnal Pavement Design . Formal Drainage Calculations Additionally, the design will be complicated by the disjointed nature of the project, with short segments of trail, in all parts of town, through existing neighborhoods. The project also indudes several elements which require specialized design, including a park facility and pedestrian bridge. The park design will include three evening meetings with the parks committee (one of which could be a joint meeting with the City Council). Those meetings will facilitate visioning sessions to listen to the parks committee's ideas on the focatlon and functionality of the park as well as its desired amenities. The bridge design scope Indudes: location selection, abutment design, evaluatiOn of soil reports, hydraUlic Impact analysis, and the selection of a pre-fabricated/pre- engineered pedestrian bridge. If the hydraulic analysis identifIeS u~m impacts to the flood elevation, we w)JI need to modify the scope and fee associated with the bridge design; this proposal does not anticipate that outcome. To help clarify the scope of this project, we have attached a figure outlining the project as it is defined at the time of this proposal. Should the scope change, the proposed fees contained in this letter wiR need to be modified. Upon completion of the contract documents, we will assist the City in obtaining bids through the publiC bidding process. We will then tabulate the bids received and prepare a bid results letter. Permits A number of permits will be needed for the completion of this project. We anticipate the need for permits from the following agencies: . Wetland Conservation Act lGU . US Army COrps of Engineers . Rice Creek Watershed District . Anoka County Highway Department . St. Paul Regional Water Services . Met Council Environmental Services Obtaining these pennits may Involve filling out the application, providing back-up information, drafting figures, responding to comments from submittals, resubmittals, and meetings with agency staff. 69
