<br />Pursuant to due call and notice thereof, the City Council of <br />Centerville held their regular meeting on Wednesday, April 27, <br />198J in City Hall. Present were: Baumann, L'Allier, Wilharber, <br />and Zimny. Absent: Mayor Savela. In his absence, Acting <br />Mayor L'Allier presided over meeting. Motion by Wilharber, <br />second by Baumann to approve minutes of April lJ, 198J meeting, <br />motion carried. <br /> <br />PETITIONS AND COMPLAINTS: Mr. Harold Leibel of 1475 Mound <br />Trail wants to place a fence with gate on the easement along the <br />lake which is a city, St. Paul Water Department and NSP utility <br />easement. Two members of the council will check on this and <br />clerk will check with the St. Paul Water Department and NSP <br />to see if they are agreeable. <br /> <br />Mr. Erland Lukanen from Midwest Pavement Management appeared <br />before council to describe their procedure in pavementtEtsting <br />and evaluation. The cost to city would run between $1,500 - <br />$2,000, depending on the initial testing. No decision made by <br />council at this time. <br /> <br />Clerk is to contact Margaret Langfeld, our Commissioner in <br />Anoka County to request her presence at a meeting to discuss <br />the possibility of Mill Road being designated as a County Road. <br /> <br />Attorney Hawkins presented council with proposed Ordinance llA <br />AN ORDINANCE AUTHORIZING THE ISSUANCE OF TEMPORARY NON-INTOXICATING <br />MALT LIQUOR LICENSES with inclusion of Section 6 - Conditions <br />of Liability Insurance. Motion by Baumann, second by Wilharber <br />to table action on ordinance until next meeting after clerk <br />checks with the Lions Club and local church to see if there <br />would be a problem for them purchasing dram shop liability <br />insurance. <br /> <br />Letter from NSP was discussed concerning conversion of NSP <br />overhead street lights to high pressure sodium. Motion by <br />Wilharber, second by Baumann to authorize NSP to convert or <br />replace the existing NSP owned overhead mercury street lights <br />within the city to overhead pressure sodium street lights as <br />the mercury ballasts fail, motion carried. <br /> <br />Letter from Walt Williams on infiltration in sanitary sewer <br />and procedure for inspection of manholes was discussed. Letter <br />is on file with clerk. <br /> <br />Letter from MPCA was discussed concerning open burning. Clerk <br />is to get copy of Minnesota Rule APC 8 and draw up proposed <br />ordinance dealing with open burning and report at next meeting. <br /> <br />Kathy Brown of the Anoka County Community Action Program was in <br />attendance to explain the 198J community development block <br />grant 'piL"pgram. <br />
