<br />Pursuant to due call and notice thereof, the Planning and Zoning <br />Commission and the City Council of Centerville held a joint <br />meeting on August 23, 1988 at City Hall. The purpose of the <br />meeting was to discuss land areas abutting Centerville. Chairman <br />Tourville called the meeting to order at 7:30 P.M. Present: <br />Mayor L'Allier; Council members - Wilharber, Neumann, Fritchie, <br />Burgstahle.r;- Chairman Tourville; Planning and Zoning members - <br />Welk, _~inclqlli~t'~ Drilling; City Planner Andrew Mack; Attorney <br />Barry Blomqu1st. <br /> <br />Chairman Tourville began with a little background. He, Council <br />member Neumann and City Clerk Miltz-Miller met with Attorney Barry <br />Blomquist to discuss the annexation process and how it may apply <br />to lands abutting the City of Centerville. The lands being considered <br />were: two properties at the end of Mound Trail, the south end of <br />LaMotte Drive and the Industrial/General Business area east of <br />Centerville along the west side of Interstate 35E. <br /> <br />Attorney Blomquist continued the discussion commenting on the three <br />separate parcels. The properties at the end of Mound Trail would <br />probably go uncontested by the City of Lino Lakes with a petition <br />from the property owners. Given this lands isolated location, <br />annexation makes sense. A mutual resolution between the two cities <br />may be possible. He felt the property on the south end of LaMotte <br />Drive would be more difficult. There are more property owners to get <br />to concur~and Lino Lakes has sewer service in that area. Lino <br />Lakes would probably contest. The area along the freeway may con- <br />tribute a more profitable tax base because it is zoned Industrial/ <br />General Business. The attitude of the property owners needs to <br />be determined and a feasibility study or plan to serve the area <br />with utilities needs to be considered by the City of Centerville. <br />He suggested in considering annexation, benefits to the City be <br />looked at, not just numbers. Make a plan and be aggressive. <br /> <br />Concerns of the Council and Planning Commission were addressed: <br /> <br />The attorney for the City of Centerville is also the <br />attorney for the City of Lino Lakes. In the situation <br />where Centerville would attempt to annex land from Lino <br />Lakes there could be a conflict of interest. In the case <br />of a conflict of interest situation the City could employ <br />outside legal council. <br /> <br />If Centerville would try to annex land from Lino Lakes, <br />Lino Lakes could also try to annex land from Centerville, <br />but it would be a separate proceeding. <br /> <br />Apetition for annexation can take about 120 days for a <br />hearing and another 3 - 4 months for the decision after the <br />hearing. <br /> <br />Even after Centerville would get a petition from the <br />property owners, Lino Lakes can and probably would contest <br />with facts and figures. A property owners petition is <br />a strong arguement, but a master plan or feas~bility <br />
