<br />Pursuant to due call and notice thereof, the City Council of the <br />City of Centerville held a special meeting on July 26, 1988 to <br />discuss police service proposals for the 1989 year. Mayor <br />L~Allier called the meeting to order at 6:40 p.m. Present: <br />L'Allier, Fritchie, Wilharber, Burgstahler. Absent: Neumann. <br /> <br />Council member Neumann presented his comments in writing. A copy <br />of those comments are on file with the City Clerk. <br /> <br />Council member Wilharber advised that questions asked of each <br />proposal should be consistent. <br /> <br />Dean Campbell, Lino Lakes Police Chief arrived at 6:55 p.m. <br />Several questions were asked of the Chief. Listed are some of <br />the responses: <br />-Centerville is covered 24 hours per day. <br />-8 full time and 3 part time officers are on staff. <br />-Budget processes do not begin until August and the final <br />budget is not approved until December. It would be <br />advisable to build in a 5-10% increase for 1989. <br />-The Lino Lakes City Council has the say when it comes to <br />the wording of the contract. Contract negotiations <br />would have to be handled through the Council. <br />-Communications are paid for through Anoka County. <br />-Police State Aid is based upon fines. <br />-Fines in Centerville have doubled since he has taken over <br />the position as Police Chief. <br />-Officers are in Centerville a lot. It may not be as <br />noticeable as many people work during the day. The <br />squads are always moving around. Some of the squads <br />are unmarked. <br />-Prime time for criminal offenses are from 7:00 p.m. to 3:00 <br />a.m. <br />-Sometimes only one officer is on duty to cover Centerville <br />and Lino Lakes, but he still feels that the response <br />time is good. <br />-Mutual aid agreements have worked out well for the <br />department. <br />-Offenders are taken to Anoka County as Lino Lakes does not <br />have a holding facility. Mutual aid is used when cars <br />must be out of the area for these reasons. <br /> <br />Captain Netko and Sheriff Wilkinson from the Anoka County <br />Sheriff's Department were asked questions regarding their police <br />service proposal. Listed below are some of the responses and <br />comments: <br />-Patrol car would remain in the community, except for times <br />of mutual aid. <br />-When an officer is not on duty in the City, the response <br />time would depend where the car is in the County. If <br />the car were not within a reasonable distance, the <br />closest jurisdiction would be contacted through mutual <br />aid. <br />
