<br />CC Meeting Minutes <br />Page two <br />July 262 1988 <br /> <br />-Washington County and the Highway Patrol would respond in <br />emergency situations. <br />-Same officer would be stationed in Centerville at least on <br />a yearly basis. <br />-The budget would be available to the City by September 1 of <br />each year. <br />-Recommend that 4 members of the community (2 City Council <br />members, 1 resident, 1 business person) be assigned to <br />meet with the County on a monthly basis to keep <br />communication open. <br />-City would have to provide a desk working place and a <br />garage. If these items were not available they would <br />be negotiable. <br />-Contract could be annual or multi-year. This would be <br />negotiable. <br />-Reserves could be implemented to assist officers, patrol <br />the park, and visit seniors. They will not be <br />designated as arrest officers. <br />-Open invitation to interested persons to ride along in the <br />squad car. <br />-This proposal would add resources to the area. <br />-Advantage of a dedicated officer to the City. The City <br />becomes the officer's community. <br />-Would aid in Crime Watch Prevention programs. <br />-Breaks and lunch would be at closest location. It is <br />possible that the officer may bring additional officers <br />into the community to eat with him. <br />-26 patrol officers are employed by the County. In <br />addition, other patrol officers are employed that are <br />assigned to other cities. To the best of their <br />knowledge no officer who is employed by the County <br />resides near Centerville. <br />-Mutual aid has worked very well. <br />-1/3 of traffic violation fines go to the City. <br />-County is trying to obtain a grant for traffic enforcement <br />which will take into account prosecution costs. The <br />grant is geared toward smaller communities. <br /> <br />James Parks, Lieutenant and Dave VanBurkleo, Chief of Police for <br />Circle Pines/Lexington was asked questions by the City Council <br />regarding their police service proposal. Listed below are some <br />of their responses and comments: <br />-GeograRhical situation is a concern. <br />-One officer and squad would be dedicated to Centerville <br />during an 8 hour period. This officer would be <br />encouraged to live in the community so that he may be <br />called out on emergency situations. If this were the <br />case, the squad car would be taken home with him. In a <br />contractual agreement, the officer could be required to <br />live in the community. <br />
