<br />CC Meeting Minutes <br />Page five <br />July 26, 1988 <br /> <br />-Ross has 9 years of experience as a full time officer with <br />Lino Lakes and 3 years of reserve officer experience <br />prior to becoming a full time officer. <br />-For $25,000 more 24 hour protection 5 daYB per week, with 2 <br />part time days could be implemented. <br />-Uniforms for Centerville would be different so as not to <br />confuse them with those of Lino Lakes. <br />-Radar systems are portable and pay for themselves as used. <br />-Office equipment needed would be: 2 desks, shelving, file <br />cabinets and evidence storage area. <br />-Ross would be willing to work with Circle Pines/Lexington <br />Police Chief to organize the Centerville Police <br />Department. <br />-The police department should stay visible. Work could be <br />done with Operation Reassurance. <br />-With it~s own force, the City would have equity in the <br />department, people have more pride, and it could be <br />considered an asset to the City. <br />-The new squad car would be kept after the five year period <br />to be used as a back up. <br />-It would take 2-3 months to order badges and squad car. <br />Officers could be chosen in a 2 month period. <br />-An experienced officer who would accept the rate of pay <br />offered by Centerville would not be desirable, as there <br />may be a reason that he is not able to get a higher <br />rate of pay. <br />-Start up time would be January 1, 1989. <br />-The most important issue is the protection of the City. <br />Ross would not be offended if Centerville were to <br />continue Lino Lakes protective services. <br />-The proper chain of command to the Police Chief should be <br />from the Council to the Police Commission to the Chief. <br />-Very serious about this proposal. Confident that this can <br />work for Centerville. <br /> <br />City Council comments after all presenters had finished. <br />-Are we ready for our own department? <br />-Concern that Ross has not been a Chief before. Is it <br />possible that something unexpected could fall between <br />the cracks? <br />-It would be advisable to work with the Circle Pines/ <br />Lexington Police Chief and the League to research an <br />independent department. <br />-Monies could be borrowed from the Sanitary Sewer account to <br />up front the monies for equipment. <br />-A community Centerville~s size should be able to afford <br />their own department. <br />-People may be willing to pay more taxes for their own <br />police department. <br />-Important to have a Police Commission. <br />
