Assessment Period~ Planning and Zoning Commission had recommended that bituminous overlay be taken out of the manual as an assessable improvement, as it is current City policy that this will not be assessable and as the City does currently budget for this expense. Engineer Stewart suggested leaving bituminous overlay as a discretionary item versus eliminating it. -page 12, number 6. Water Connection Char~e (WCC): Clerk noted that at the Planning and Zoning Commission, Engineer Miller recommended that the $1,300 figure be amended to $2,500. Engineer Stewart now recommends that the $1,300 figure remain, also spelling out the additional $1,200 figure to total $2,500. A draft of the proposed Assessment Manual is on file with the City Clerk. Motion by Neumann to approve the Assessment Manual with the above recommended amendments, contingent upon City Attorney review. After short discussion Neumann withdrew motion. Motion by Wilharber, second Assessment Manual until a such time that the City recommended changes into unanimously. by Neumann to table approval of the full Council can be present and until Engineer can incorporate the above the Assessment Manual, motion carried Motion by Wilharber, second by Neumann that based upon the recommendation of the City Engineer, the municipal sewer and water utilities and street construction as required by the project plans and specifications dated July 13, 1987 for Sanitary Sewer, Storm Drainage and Street Construction for L'Allier Estates Plat II are now complete and the City of Centerville does as of July 13, 1988 accept such improvements, assuming responsibility for operation and maintenance of these facilities not withstanding the one year warranty period which shall be maintained by Jerome Parent from the date of acceptance by the City, motion carried unanimously. A copy of a letter from Maier, Stewart and Associates regarding this final acceptance is on file with the City Clerk. Des Englund, 7081 Brian Drive expressed concern about damaged fabric on the Centerville Heights project. Engineer Stewart advised that they are aware of the problem and have the situation under control. Discussion of the request for lot split by Walter and Lu Prachar for a 170' X 170' parcel which surrounds the Cellular I tower.
