<br />CC Meeting Minutes <br />Page Five <br />July 13, 1988 <br /> <br />-page 6, number 3. Assessment Period~ Planning and Zoning <br />Commission had recommended that bituminous overlay be <br />taken out of the manual as an assessable improvement, <br />as it is current City policy that this will not be <br />assessable and as the City does currently budget for <br />this expense. Engineer Stewart suggested leaving <br />bituminous overlay as a discretionary item versus <br />eliminating it. <br />-page 12, number 6. Water Connection Char~e (WCC): Clerk <br />noted that at the Planning and Zoning Commission, <br />Engineer Miller recommended that the $1,300 figure be <br />amended to $2,500. Engineer Stewart now recommends <br />that the $1,300 figure remain, also spelling out the <br />additional $1,200 figure to total $2,500. <br /> <br />A draft of the proposed Assessment Manual is on file with the <br />City Clerk. <br /> <br />Motion by Neumann to approve the Assessment Manual with the above <br />recommended amendments, contingent upon City Attorney review. <br />After short discussion Neumann withdrew motion. <br /> <br />Motion by Wilharber, second <br />Assessment Manual until a <br />such time that the City <br />recommended changes into <br />unanimously. <br /> <br />by Neumann to table approval of the <br />full Council can be present and until <br />Engineer can incorporate the above <br />the Assessment Manual, motion carried <br /> <br />Motion by Wilharber, second by Neumann that based upon the <br />recommendation of the City Engineer, the municipal sewer and <br />water utilities and street construction as required by the <br />project plans and specifications dated July 13, 1987 for Sanitary <br />Sewer, Storm Drainage and Street Construction for L'Allier <br />Estates Plat II are now complete and the City of Centerville does <br />as of July 13, 1988 accept such improvements, assuming <br />responsibility for operation and maintenance of these facilities <br />not withstanding the one year warranty period which shall be <br />maintained by Jerome Parent from the date of acceptance by the <br />City, motion carried unanimously. <br /> <br />A copy of a letter from Maier, Stewart and Associates regarding <br />this final acceptance is on file with the City Clerk. <br /> <br />Des Englund, 7081 Brian Drive expressed concern about damaged <br />fabric on the Centerville Heights project. Engineer Stewart <br />advised that they are aware of the problem and have the situation <br />under control. <br /> <br />Discussion of the request for lot split by Walter and Lu Prachar <br />for a 170' X 170' parcel which surrounds the Cellular I tower. <br />
