<br />Pursuant to due call and notice thereof~ the City Council of the <br />City of Centerville held its regular meeting on December 14, 1988 <br />at City Hall. Mayor L~Allier called the meeting to order at 7:00 <br />p.m. Present: Fritchie, Wilharber, Neumann. Absent: <br />Burgstahler. <br /> <br />Motion by Neumann, second by Wilharber to approve the minutes of <br />the November 21, 1988 City Council meeting, motion carried <br />unanimously. <br /> <br />Motion by Wilharber, second by Neumann to approve the minutes of <br />the November 17, 1988 special meeting to discuss possible <br />reduction of flood plain within the City of Centerville, aye: <br />L~Allier, Wilharber, Neumann; abstain: Fritchie. <br /> <br />OLD BUSINESS <br />Discussion of the 1989 proposed Fire Budget by the Centennial <br />Fire District. Present to answer questions of the City Council <br />were Bill Bruen, Chairperson of the Centennial Fire District, and <br />Des Englund and Norm Fritchie, Fire Commission members. <br /> <br />Bill Bruen advised that Circle Pines portion of the 1989 budget <br />would be $96,295 and that Circle Pines share of the Capitol <br />Expenditures would be $56,195. He advised that Circle Pines <br />approved the capitol expenditures amount, contingent upon terms <br />of a bond sale that the Fire Department would put together. <br /> <br />He noted that Lino Lakes share of the budget would be $155,000 <br />for operating expenses and $92,000 for capitol expenditures. It <br />appears that there may be a short fall in the Lino Lakes <br />operating budget by $19,518. He advised that if Lino Lakes did <br />not approve the current Fire District budget, the district would <br />dissolve. <br /> <br />He noted that it appeared that fire call hours for fire and <br />rescue have been broken down as follows: <br />6.28 percent Centerville <br />- 13.89 percent Circle Pines <br />- 64.25 percent Lino Lakes <br />- 15.59 mutual aid or other contracts <br /> <br />He noted that the major reason for the 35 percent increase in the <br />Fire Budget would be ten new members primarily stationed at <br />Station #2 in Lino Lakes. He also noted that a portion of the <br />increase was due to an increase in salary for a part-time Fire <br />Chief, based on twenty hours a week. <br /> <br />Des Englund advised that he felt fairly sure that the Fire <br />District would stay together and continue. He noted that there <br />was room for change within the district. <br /> <br />Norm Fritchie noted four points of power that the City Council <br />does have with regard to the Centennial Fire District: the Fire <br />Commission, ratification of the Chairperson, approval of the <br />
