<br />I <br /> <br />Ifee 88 <br /> <br />Over the past few years, the present City Council has been criticized for a number <br />of things, it was either we weren't doing anything to we doing to much or not listen- <br />ing to the people to listening to only the squeaky wheel types. The council has <br />not been able to satisfy all the people all the time and most likely future councils <br />will not be able to please all the people all the time either. The important thing <br />is to look for the future of the city. <br /> <br />Some of the accomplishments or strives may for the future are addressed below for <br />historical purposes of accomplishments of the outgoing council. <br /> <br />1. Water, city: A start has been made within the City for its own water <br />system. This will assist in regards to ground water problems and/or overtaxing <br />the present ground water usage for other older homes in the city. <br />2. Water hydrants: A problem for rural type areas is the available of water <br />for fire protection with the water system started, we will be better able to serve <br />the needs of the city and adjoining cities with a faster means of fighting fires, <br />no matter what time of the year it is. <br />3. Roads: New City roads and roads that have to be reconstructed are now <br />have to be rated for seven tons in addition we have added the requirement for geo- <br />textile fabric within the surface of the roads. <br />4. Curbs, cement: New additions now have to have curbs made of concrete <br />rather than asphalt. This makes for better drainage, last longer are not as easy <br />to break up and look much better for a development. <br />S. Pole Buildings: Ordiance against pole type buildings for business, which <br />will help the tax base. <br />6. Newsletter: A newsletter every four months has been started this past <br />year in order to keep the residents informed more of things happening and/or hap- <br />pened within the city. <br />7. Liasion: A rotating liaison with Plan~ing & Zoning Commision, Park & <br />Recreation Commission, Economic Development Committee has been established over <br />the past few years and has had each council member attend these metings and then <br />report back to the council. This worked good in a number of ways both for the <br />commisions and also the council. <br />8. Employee Review Procedure: Was' established in 1986 by the undersigned <br />and now the c~uncil has gone even further by providing an ordiance which is being <br />reviewed by the lawyer prior to being voted upon. <br />9. Numerous ordiances have been totally rewritten, revised and or corrected. <br />This is a ever changing item and what may be correct today will change with dif- <br />ferent laws tomorrow. The number of ordiances which have been affected over the <br />last eight years alone are ~6 <br />10. Planner, City: ~e city by using Community Block Grant funding at no <br />cost to the city has this past year been able to hire a planner to assist in future <br />planning for the city. <br />11. Computer: The city has become somewhat automated with the addition of <br />a computer in 1987, this has assisted very much and time saving rather than just <br />a electric typewriter (no memory). <br />12. Comprenhensive Plan: We establisted a comprehensive plan in 1982 and <br />since that time we have had it updated within the past year. <br />13. Economic Development Committee: Has been established within the past <br />few years and is working for the future also. <br />14. Assement manual: Prior to this year, the city did not have a adequate <br />way of establishing assements for city improvements. We now have a assement manual <br />in place to take care of future problems. <br />
