<br />Pursuant to due call and notice thereof, the City Council of the <br />City of Centerville held an informational meeting on November 17, <br />1988 at the City Hall. The purpose of the meeting was to discuss <br />the possibility of decreasing the flood plain area within the <br />City of Centerville. Mayor L'Allier called the meeting to order <br />at 7:10 p.m. Present: Wilharber, Neumann, Burgstahler. <br /> <br />City Engineer, John Stewart, noted several points of interest <br />with regard to this proposed project: <br /> <br />1. This meeting is not to promote this project, it is <br />informational. <br />2. It is intented to facilitate communication between the <br />residents involved and the City Council. <br />3. The 100-year flood could be caused by a downpour in <br />Centerville or downpour and flash flood in Lino Lakes <br />of which those waters would flow into Centerville. <br />4. The inability of flood waters to go underneath Main <br />Street causing a constriction and back up of flood <br />waters. <br />5. It is very important that the problem south of Main <br />Street with regard to flood plain area not be moved to <br />the north side of Main Street which is not in a flood <br />plain area. <br />6. It is estimated that the process for revising the <br />regulatory flood plain is two years and ten months. A <br />detail of this time frame is attached to and made a <br />part of these minutes. <br />7. It would be less expensive to have the County <br />contribute to replacement of the culvert underneath <br />Main Street in connection with a future Main Street <br />improvement by the County. <br />8. Reduction of the flood plain is not simply a matter of <br />putting in a larger culvert, the impact of the northern <br />properties must be taken into consideration; the <br />culvert should be at the right angle; stabilization of <br />the banks riprapped; channel work and alignment also <br />need to be taken into consideration. <br />9. Major dredging of the creek is not anticipated. <br />10. Proposed reduction of the flood plain area could also <br />impact or benefit Lino Lakes. <br />11. It is possible that four culvert replacements could be <br />involved in this project. <br />12. Cost of the feasibility study of this proposed project <br />is estimated to be between $8,000 and $20,000 which is <br />dependent on how much of the original model, from the <br />original study in 1979, is available. <br />13. Until the feasibility study is complete, it is not <br />known if the flood plain areas can be reduced. <br />14. Benefits to the property owners and the residents would <br />be the elimination of flood plain insurance to some <br />residents and also, the increased buildability of land <br />in the flood plain which would benefit the larger <br />property owners. <br />
