<br />Flood Plain Meeting Minutes <br />Page Two <br />November 17, 1988 <br /> <br />15. Lowering of the flood plain level could be anywhere <br />from five feet to nothing. <br />16. It is anticipated that the people that would benefit <br />from the project would pay for it. Under ditch law the <br />County is responsible to clean and make passage for the <br />water, but the people who benefit are responsible to <br />pay for such cleaning. <br />17. The DNR has advised that there may be funds available <br />which would be of help in covering the cost for <br />topography and staff time. <br />18. It is the County's responsibility to maintain the <br />historical flow of the creek. <br />19. Cost differential for increase in the size of the <br />proposed culvert under Main Street eould be <br />absorbed by the County, the City, the DNR, or Rice <br />Creek Watershed or it could be split among all of these <br />agencies. <br />20. It was felt that the <br />culvert may have caused the constriction and that the County may <br />somehow be liable to assist the City in this project. <br /> <br />The City Engineer will <br />reports do exist with <br />the culvert. <br /> <br />contact the County to see if engineering <br />regard to replacement of the bridge with <br />
