<br />CC Meeting Minutes <br />Page three <br />November 9, 1988 <br /> <br />70 which adopts the assessment for municipal water for Hardwood <br />Pond Estates, motion carried unanimously. <br /> <br />A copy of this assessment roll is on file with the City Clerk. <br /> <br />APPEARANCES <br /> <br />Stacy Lundblad, Centerville Community Education Representative, <br />was present to update the Council on policy changes within the <br />Community Education Program. Lundblad presented a copy of a <br />letter to the Council which she sent to John McClellan, <br />Superintendent of Centennial Schools. The letter expresses her <br />concern over the proposed policy changes and the direction Larry <br />Jablinski, Chairperson of the Community Education Advisory Board, <br />has taken with regard to other Board members. A copy of this <br />letter is on file with the City Clerk. <br /> <br />Lundblad noted that in the future, the City will no longer be <br />able to appoint it's own representative. Mr. Jablinski will seek <br />representatives out of the community and interview them, making <br />his own recommendations. She noted that she has been asked to <br />leave as of June 1989. <br /> <br />Lundblad noted that she is striving for more programs at the <br />Centerville Elementary School, that she feels that Kathy Wyland, <br />newly hired by the Community Education Department, will be a big <br />plus for the program. <br /> <br />Motion by Wilharber, second by Fritchie to direct the City Clerk <br />to write a letter to Larry Jablinski requesting a response to <br />Stacy Lundblad's letter of November 1, 1988, a carbon copy will <br />be sent to John McClellan, Superintendent of Schools and the <br />Centennial School Board, motion carried unanimously. <br /> <br />Discussion of proposed Rehbein Development south of Main Street. <br />Gerry Rehbein, developer, advised that the lots along Main Street <br />could be commercial or residential, but would have no problem <br />designating them as residential due to Council concerns. He <br />explained that the landlocked ponding area could have access from <br />a 20 foot easement off Main Street. Rehbein noted that he would <br />have to deal with the Rice Creek Watershed District and the <br />Department of Natural Resources with regard to the property being <br />in the flood plain, but that it was his hope the City could help <br />him with this by moving forward to reduce the flood plain area. <br />He has designated two acres to facilitate a ponding area. <br />Rehbein advised that it is his plan to sell the residential lots <br />which abut the commercial properties, to the commercial property <br />owners. <br /> <br />John Stewart, City Engineer, advised that with regard to the <br />
