As to whether each case must be heard by Planning & Zoning and City Council. Mayor L'Allier noted that he is concerned about the amount of soil under some of the boulevard sod. He noted that the City Engineering Inspector should be more strict in the future. Council member Fritchie noted that the City Engineering Inspector did check the boulevard areas that are of concern, and that there appear to be sufficient black dirt under the sod. NEW BUSINESS Motion by Wilharber, second by Fritchie to approve the Special Use Permit for an Off-Sale Liquor Store in a commercial district as applied for by Lisa and Clifford DeBilzan and Lori and Tom Peltier for T. C.'s Liquor at 7091 20th Avenue South; the hours will be 8 a.m. to 10 p.m., Monday through Saturday as established in City Ordinance #12, motion carried unanimously. Motion by Wilharber, second by Fritchie Liquor and Cigarette License to T. C.'s Avenue South, prorated for the 1988 unanimously. to approve an Off-Sale Liquor at 7091 20th year, motion carried Motion by Wilharber, second by Neumann to approve a Kennel License as applied for by Steve Hulback, 1736 Center Street, to allow him to keep three dogs, motion carried unanimously. Motion by Wilharber, second by Fritchie to prorate the Kennel License fee for Steve Hulback, 1736 Center Street effective November 9, 1988, motion carried unanimously. Clerk noted that a privacy fence is needed around Lift Station #3 for wind protection. As soon as easements are received from the adjoining property owners, the City will get a price. It should be noted that, in the future, this item should be put in the development agreement and be a developer responsibility. Clerk advised that the Public Works Director had found a truck that would be suitable for the City. The truck is a small dump type Ford truck with a plow. The cost of the truck is $21,200 plus license. Clerk noted that the City has been looking for a truck for at least two year. She noted that employees are currently using their own vehicles and are only being compensated for mileage. Clerk also noted that $14,000 is currently in the Capital Expenditures fund, and that in 1989 the Capital Expenditures will have a $21,000 fund balance. d
