As to whether each case must be <br />heard by Planning & Zoning and City Council. <br /> <br />Mayor L'Allier noted that he is concerned about the amount of <br />soil under some of the boulevard sod. He noted that the City <br />Engineering Inspector should be more strict in the future. <br /> <br />Council member Fritchie noted that the City Engineering Inspector <br />did check the boulevard areas that are of concern, and that there <br />appear to be sufficient black dirt under the sod. <br /> <br />NEW BUSINESS <br /> <br />Motion by Wilharber, second by Fritchie to approve the Special <br />Use Permit for an Off-Sale Liquor Store in a commercial district <br />as applied for by Lisa and Clifford DeBilzan and Lori and Tom <br />Peltier for T. C.'s Liquor at 7091 20th Avenue South; the hours <br />will be 8 a.m. to 10 p.m., Monday through Saturday as established <br />in City Ordinance #12, motion carried unanimously. <br /> <br />Motion by Wilharber, second by Fritchie <br />Liquor and Cigarette License to T. C.'s <br />Avenue South, prorated for the 1988 <br />unanimously. <br /> <br />to approve an Off-Sale <br />Liquor at 7091 20th <br />year, motion carried <br /> <br />Motion by Wilharber, second by Neumann to approve a Kennel <br />License as applied for by Steve Hulback, 1736 Center Street, to <br />allow him to keep three dogs, motion carried unanimously. <br /> <br />Motion by Wilharber, second by Fritchie to prorate the Kennel <br />License fee for Steve Hulback, 1736 Center Street effective <br />November 9, 1988, motion carried unanimously. <br /> <br />Clerk noted that a privacy fence is needed around Lift Station #3 <br />for wind protection. As soon as easements are received from the <br />adjoining property owners, the City will get a price. It should <br />be noted that, in the future, this item should be put in the <br />development agreement and be a developer responsibility. <br /> <br />Clerk advised that the Public Works Director had found a truck <br />that would be suitable for the City. The truck is a small dump <br />type Ford truck with a plow. The cost of the truck is $21,200 <br />plus license. Clerk noted that the City has been looking for a <br />truck for at least two year. She noted that employees are <br />currently using their own vehicles and are only being compensated <br />for mileage. Clerk also noted that $14,000 is currently in the <br />Capital Expenditures fund, and that in 1989 the Capital <br />Expenditures will have a $21,000 fund balance. <br /> <br />d <br />
