Pursuant to due call and notice thereof, the City Council of the City of Centerville held their regular meeting on October 26, 1988 at the Centerville City Hall. Mayor L'Allier called the meeting to order at 7:08 p.m. Present: Fritchie, Wilharber, Burgstahler, and Neumann. Motion by Burgstahler, second by Wilharber to accept the minutes of the October 12, 1988 meeting, motion carried unanimously. OLD BUSINESS Joe Pelton, Centerville Police Liaison Chairperson, was present to advise that he and Mayor L'Allier attended the October 24, 1988 Lino Lakes City Council meeting to introduce and explain the Centerville Police Liaison Group. Liaison Pelton presented to the Centerville City Council an outline of what the Police Liaison Group would be geared toward. A copy of this outline is attached to and made a part of these minutes. Council member Burgstahler noted that this would be a flexible document. Motion by Neumann, second by Wilharber that per the recommendation of Joe Pelton, Centerville Police Liaison Chairperson, to appoint Wayne Hanson, 7200 Mill Road and Dan Hendersen, 1825 Center Street as the two additional members of the Centerville Police Liaison Group, motion carried unanimously. Motion by Burgstahler, second by Fritchie to -decrease the Harstad letter of credit for improvements on Centerville Heights to 150% of the remaining improvements, which would be $26,100; subject to delivery of a $117,065 one year warranty bond; -the City will retain $12,000 from the $30,000 escrow supplied to the City by Harstad Companies, the Clerk is directed to return the remaining $18,000 to the Harstad Companies; -Harstad Companies will be given an extension until Monday, October 31, 1988, 10:00 a.m. so that Harstad Companies have reasonable time to obtain the required $117,065 maintenance bond; motion carried unanimously. Motion by Burgstahler, second by Wilharber to approve the revised grading plan of Hardwood Pond Estates as approved by the Rice Creek Watershed at their October 12, 1988 meeting, contingent upon receipt of the Rice Creek Watershed Permit verifying their approval, motion carried unanimously. John Stewart, City Engineer, advised that there is an NSP utility pole in the center of the proposed Brian Drive. NSP will be removing the pole. Currently the proposed street is barricaded to prevent any traffic. Stewart also advised that Lake Area Contracting, Inc. (based in Centerville) was the contractor for the sewer and water.
