<br />Pursuant to due call and notice thereof, the City Council of the <br />City of Centerville held their regular meeting on October 26, <br />1988 at the Centerville City Hall. Mayor L'Allier called the <br />meeting to order at 7:08 p.m. Present: Fritchie, Wilharber, <br />Burgstahler, and Neumann. <br /> <br />Motion by Burgstahler, second by Wilharber to accept the minutes <br />of the October 12, 1988 meeting, motion carried unanimously. <br /> <br />OLD BUSINESS <br />Joe Pelton, Centerville Police Liaison Chairperson, was present <br />to advise that he and Mayor L'Allier attended the October 24, <br />1988 Lino Lakes City Council meeting to introduce and explain the <br />Centerville Police Liaison Group. <br /> <br />Liaison Pelton presented to the Centerville City Council an <br />outline of what the Police Liaison Group would be geared toward. <br />A copy of this outline is attached to and made a part of these <br />minutes. Council member Burgstahler noted that this would be a <br />flexible document. <br /> <br />Motion by Neumann, second by Wilharber that per the <br />recommendation of Joe Pelton, Centerville Police Liaison <br />Chairperson, to appoint Wayne Hanson, 7200 Mill Road and Dan <br />Hendersen, 1825 Center Street as the two additional members of <br />the Centerville Police Liaison Group, motion carried unanimously. <br /> <br />Motion by Burgstahler, second by Fritchie to <br />-decrease the Harstad letter of credit for improvements on <br />Centerville Heights to 150% of the remaining <br />improvements, which would be $26,100; subject to <br />delivery of a $117,065 one year warranty bond; <br />-the City will retain $12,000 from the $30,000 escrow <br />supplied to the City by Harstad Companies, the Clerk is <br />directed to return the remaining $18,000 to the Harstad <br />Companies; <br />-Harstad Companies will be given an extension until Monday, <br />October 31, 1988, 10:00 a.m. so that Harstad Companies <br />have reasonable time to obtain the required $117,065 <br />maintenance bond; <br />motion carried unanimously. <br /> <br />Motion by Burgstahler, second by Wilharber to approve the revised <br />grading plan of Hardwood Pond Estates as approved by the Rice <br />Creek Watershed at their October 12, 1988 meeting, contingent <br />upon receipt of the Rice Creek Watershed Permit verifying their <br />approval, motion carried unanimously. <br /> <br />John Stewart, City Engineer, advised that there is an NSP utility <br />pole in the center of the proposed Brian Drive. NSP will be <br />removing the pole. Currently the proposed street is barricaded <br />to prevent any traffic. Stewart also advised that Lake Area <br />Contracting, Inc. (based in Centerville) was the contractor for <br />the sewer and water. Stewart advised that he was impressed with <br />
