He also responded to <br />Council concern, that the areas to the east and west of the <br />Hardwood Pond Estates development should not be worse than they <br />currently are with regard to drainage. <br /> <br />Stewart also advised that with regard to developments, smaller or <br />phased projects may be a better approach for the City with regard <br />to control of developments. Stewart recommended that the City <br />Council consider this in the future when other developments <br />approach the City. <br /> <br />Stewart advised that it may be possible that the flood plain area <br />to the north of Main Street may be increased due to the <br />constriction of waters in the flood plain on the south of Main <br />Street. Stewart noted it may be to the advantage of the City to <br />pursue a decrease in the flood plain area south of Main Street <br />versus increasing the flood plain area north of Main Street by <br />removing the constricting structure (culvert) under Main Street. <br /> <br />Clerk noted that in the five year meeting with DNR in August, it <br />was the recommendation of the DNR that it would beneficial to <br />Centerville to look into the removal of the constriction to <br />eliminate flood plain area to the south of Main Street, as many <br />homes could then be removed from the flood plain. <br /> <br />Stewart advised that if the City were to consider removing the <br />constriction, it would have to do hydraulics north of Main Street <br />to make sure that it does not affect properties in those areas if <br />the constriction were to be changed. It is also possible that <br />the culvert under Brian Drive may have to be changed. There is a <br />definite HUD process that the City must follow to update the <br />original HUD data with regard to the flood plain area. It is <br />possible that grant monies or technical assistance may be <br />available through the DNR, but it appears that it may be two <br />years before this assistance is available. The process to <br />eliminate the constriction may also take two years. Stewart <br />noted that Anoka County has obtained bond monies which will <br />assist them in accelerating their road projects. Stewart felt it <br />was important that the City have the research, studies and <br />paperwork complete before improvement of Main Street in <br />Centerville. If a larger culvert were to be put in at the time <br />of reconstruction of Main Street by Anoka County, it would be <br />financially beneficial to the Centerville. <br /> <br />Stewart advised that he recognized that the City currently does <br />not have extra funds for such a project, but did note that in the <br />past several property owners in the flood plain area did advise <br />that they would be willing to contribute monetarily to such a <br />project. <br />
