<br />CC Meeting Minutes <br />Page four <br />October 26, 1988 <br /> <br />communications antennas will also be allowed to be place on the <br />tower, motion carried unanimously. <br /> <br />Motion by Wilharber, second by Fritchie to write to the <br />Centennial Fire Commission and request that they coordinate re- <br />evaluation of the Centerville fire rating with the City Clerk and <br />the City Engineer, with regard to receiving the necessary <br />information for such an evaluation (such as set plans and <br />specifications of water improvements to the Insurance Services <br />Office), motion carried unanimously. <br /> <br />Discussion of efforts needed to prevent freezing of the water in <br />the water tower during the winter months. The possibility of the <br />tower freezing appears to be due to the unexpected sluggish <br />development of Centerville Heights. John Stewart, City Engineer, <br />advised that it would be normal for two inches of ice to form <br />along the inside of the tower. To prevent further freezing, it <br />was his recommendation that 20 gallons per minute be allowed to <br />~ flow out of a fire hydrant. The water would go into the storm <br />sewers. The flowage would have to occur constantly from December <br />15 to March 15 of the winter months. The most critical time for <br />the flowage is after dark when typically no household water is <br />being used. It is estimated that will cost the City an <br />additional $270 (excluding Public Works labor) to maintain this <br />water flow through the winter months. Stewart advised that he <br />would provide the City with a letter verifying the above <br />calculations. It was his thought that the Public Works Director <br />would be responsible to make sure that the water is flowing <br />properly. <br /> <br />Motion by Wilharber, second by Burgstahler that based upon the <br />City Engineer recommendation, the running of 20 gallons per <br />minute from a fire hydrant to prevent freezing of the water tower <br />is approved and the purchase of necessary equipment is <br />authorized, motion carried unanimously. <br /> <br />Motion by Burgstahler, second by Fritchie to recommend that the <br />Planning and Zoning Commission order water maps to be prepared by <br />the City Engineer at a cost of $300, motion carried unanimously. <br /> <br />Motion by Burgstahler, second by Fritchie to direct the City <br />Engineer and the City Attorney to discuss with each other the <br />proposed revisions to the proposed Assessment Manual and return <br />to the City Council with an agreed set of revisions, motion <br />carried unanimously. <br /> <br />Discussion of the proposed City Installed Improvement policy. <br />Items discussed were: <br />-page two, II. add #5.
