<br />I <br /> <br />CC Meeting Minutes <br />Page three <br />October 26, 1988 <br /> <br />Motion by Neumann, second by L'Allier to hold a meeting November <br />17, 1988, at 7:00 p.m. at City Hall to meet with <br />landowners in the flood plain and concerned citizens, <br />to discuss options and to attempt to determine if <br />property owners would be willing or able to contribute <br />monetarily regarding the possibility of enlarging the <br />culvert under Main Street, thus reducing the flood <br />plain area; <br />-it should be clear to the property owners that the City <br />does not have the funds available at this time and that <br />no promises are being made with regard to reduction of <br />the flood plain; <br />-notice of this meeting will be printed in the Quad Press, <br />motion carried unanimously. <br /> <br />I <br /> <br />Discussion of Center Oaks II. City Engineer advised that there <br />are still six items left on the punch list for that project. <br />Clerk advised that under City Attorney direction a letter was <br />sent to the developer on October 26, 1988, advising that the bond <br />submitted as security for Center Oaks II is not valid, as the <br />agent who wrote the bond was not authorized to do so by the <br />insurer, United Fire and Casualty Company. The letter advised <br />that a letter of credit covering 150% of the remaining <br />improvements would have to be submitted to the City no later than <br />Friday, October 28, 1988, at 12:00 noon. A copy of this letter <br />is on file with the City Clerk. <br /> <br />Motion by Burgstahler, second by Wilharber that Kenco <br />Construction is required to provide security in the <br />form of letter of credit for work remaining on the <br />Center Oaks II development; <br />-the City Clerk is directed to draw on the letter of credit <br />as deemed appropriate by the City Attorney and the City <br />Engineer for completion of improvements on Center Oaks <br />II; <br />motion carried unanimously. <br /> <br />John Stewart, City Engineer, advised that he feels a satisfactory <br />agreement has been reached with Anoka County Communications <br />regarding installation of communication equipment in the park <br />area and on the water tower. He advised that a box approximately <br />4 feet by 18 inches, and 24 inches in height, would be placed <br />next to and be painted the same color as the existing building, <br />versus erecting a new building. <br /> <br />I <br /> <br />Motion by Wilharber, second by Fritchie that per the <br />recommendation of the City Engineer, Anoka County Communications <br />will be allowed to place a communications box next to the <br />existing building on the Centerville Heights Park; the box will <br />be painted the same color as the existing building; two <br />
