Centerville City CounciUPublic Hearing Meeting Minutes January 21, 2009 City Engineer Statz reviewed the project and the various changes that were made to respond to comments from the public. City Engineer Statz that the project has four improvement types, identified as Types B, C, D, or E. All are reconstruction of streets in varying degrees, although work will be done that includes spot sanitary sewer repairs, water main bolt replacement, storm sewer repair and watershed requirements, including a number of raingardens. The bid on the work also included water services from the right-of--way directionally drilled into to homes, but that work would be completely at the option of homeowners that wish to take advantage of the bid. City Engineer Statz presented an overview of the project schedule and stated if the project moves forward, construction would begin in spring of 2009. City Administrator Larson stated that the mailed notices indicated the assessment amount for each property and also reviewed how the assessments were calculated. He explained that the notices indicate that assessments would be paid over 10 years at 5.5% except that larger assessments would be spread over 15 years. Mayor Capra stated each resident will be given two to three minutes to speak and stated if a resident has a written objection, that document should be submitted at this time and that the end of the hearing would be the final opportunity to submit objections. Gary Oslund, 1594 Peltier Lake Drive Mr. Oslund stated that he didn't believe that his property is benefited to the extent of the proposed assessment. Asked Council to consider the odd shape of his lot as it considers his special assessment. Tom Dario, 1573 Peltier Lake Drive Mr. Doesn't believe that his property is benefited by the improvement. Liz Wegner_ 1525 Peltier Lake Drive Ms. Wegner questioned if the construction of their part of the project was included in the bid as it was actually built with County Road 14. Pat Fish, 1537 Peltier Lake Drive Ms. Fish presented a written objection. Also questioned if there will be a requirement to connect to watermain. Mayor Capra. The City policy to require connection to water has been deferred to at least 2020. The project has water service line installation as an option for property owners that wish to connect.
