<br />( <br /> <br /> <br /> <br />'~--- <br /> <br />Pursuant to due call and notice thereo~, the City Council <br />o~ Centerville held their regular meeting on Wednesday, <br />January 23, 1985 at Ci~ Hall. Mayor L'Allier called the <br />meeting to order at 7.00 P.M. Present. Ayers, Robischon, <br />Zimny, Wilharber. <br /> <br />Correction to January 9, 1985 meeting minutes on page 2 - <br />"Motion by Ayers, second by Wilharber to allow the Park and <br />Recreation Committee to receive an economic incentive o~ <br />$10.00 per meeting attended contingent upon the Park and <br />Recreation Committee developing bylaws, responsibilities, <br />and goals ~or 1985 to be approved by the council, motion <br />carried." Motion by Ayers, second by Wilharber to approve <br />the minutes o~ the January 9, 1985 meeting as corrected, <br />motion carried. <br /> <br />PETITIONS AND COMPLAINTS. Two reporting errors were <br />mentioned to the reporter ~rom the Circulating Pines. <br /> <br />OLD BUSINESS. Appearance o~ O~~icer Zerwas. There were <br />250 tra~~ic tickets, 32 warning tickets, and 8 DWI's issued <br />in Centerville in 1984. <br /> <br />The need to resume the monthly police reports was mentioned <br />by Councilman Wilharber. <br /> <br />Officer Zerwas stated they hoped to have a new Police Chief <br />hired by March. Councilman Ayers questioned the possibili~ <br />of the City of Centerville having some input on the hiring <br />of the Police Chief. Clerk will check with the Lino Lakes <br />Administrator on this matter. <br /> <br />Motion by Ayers, second by Zimny to approve the 1985 contract <br />for law enforcement with the City of Lino Lakes, motion carried. <br /> <br />Motion by Wilharber, second by Robischon to appoint Councilman <br />Ayers as a temporary member to the Joint Powers Fire Commission <br />until a permanent member is found, motion carried. <br /> <br />Discussion on the acquisition of easements from the property <br />owners along Clearwater Creek. Presentation by Larry Winner, <br />City Engineer, to update property owners present. He outlined <br />the three alternatives available to solve the problem. <br />1. Add another culvert at a cost of $15,000. <br />2. Replace the present culvert with a bigger <br />one at a cost of $50,000. <br />3. Obtain easements from affected property <br />owners at a considerably less cost. <br />Members of the audience expressed their opinions on this <br />matter. <br />Leo Hensel, 7136 Main Street <br />Robert & Mary Neper, 2251 Shawnee Drive, No. St. Paul <br />Ralph L'Allier, Administrator for L'Allier Estate <br />Bill McCrumm, 1133 Palace, St. Paul <br />Danelia Savino, 311 Pleasant Avenue, St. Paul <br />Clerk will arrange to have the City Attorney, a representative <br />from the Rice Creek Watershed District, the City Engineer, <br />and the affected property owners at the next council meeting <br />on February 13, 1985 to further discuss this matter. <br />
