<br />Project Need <br />Centerville currently does not have a safe roadway pedestrian/bicycle route <br />connecting residential areas with area amenities. Several destinations are located <br />along Main Street (CSAH 14) and Centerville Road (CSAH 21), including the <br />downtown area, schools, residential neighborhoods, Rice Creek Chain of lakes <br />Regional Park Reserve, Chauncey Barett Gardens (a senior housing facility) and <br />Centerville lake. <br /> <br />Travel to these sites currently requires that pedestrians or bicycles travel on the <br />shoulders of Main Street (CSAH 14) or Centerville Road (CSAH 21). Both Main Street <br />(CSAH 14) and Centerville Road (CSAH 21) have a posted speed limit of 45 miles <br />per hour. <br /> <br />A safe crossing of Main Street (CSAH 14) is particularly important between the <br />residential neighborhoods and Centerville Elementary School. The absence of a <br />safe crossing of Main Street (CSAH 14) also affects the use of the regional trail <br />system, including the recently constructed Main Street (CSAH 14) trail from 135W <br />to 135E. <br /> <br />Crash data for the last 10 years shows five vehicle crashes with pedestrians or <br />bicyclists. Of the five crashes, one was an incapacitating injury, three were non- <br />incapacitating and one was a possible injury crash. All of the crashes were located <br />on Main Street (CSAH 14). One crash was located at the intersection of Progress <br />Drive, adjacent to the Elementary School, two crashes were located a few blocks <br />east of the school at Mill Road, one crash was at Shad Avenue and one was located <br />at Brian Drive. <br /> <br />IV. ALTERNATIVES <br /> <br />No-Build Alternatives <br /> <br />This project is intended to complete a trail system designed to mitigate a clear <br />risk to pedestrians and bicyclists accessing the many destinations located along <br />Main Street (CSAH 14) and Centerville Road (CSAH 21), including Centerville <br />Elementary School. If this project is not undertaken, the trail system will remain <br />incomplete and safety issues will not be addressed. The risk of injury would <br />remain and continue to increase as the City population and traffic grows. <br /> <br />Design/Construction Alternatives <br />Alternatives to an off-road bituminous trail include a different alignment or using <br />other surface materials. <br /> <br />Completing the existing trail with on-road segments would involve widening the <br />roadway shoulder and utilizing it for the trail. Since portions of an off-road trail <br />already exist, such an option would create a disjointed combination of on-road and <br />off-road segments. Also, due to the use of the proposed trail by elementary school <br />children and the increasing traffic volumes on Main Street (CSAH 14) and <br />Centerville Road (CSAH 21), little increase in safety would be gained. Therefore, <br />this alternative was not selected. <br />
