<br />o General Permit (GP), ( X) Letter of Permission (LOP), or <br />( ) Individual Permit <br />This project will likely require a Letter of Permission from the Army Corps of <br />Engineers (COE). A jurisdiction determination will be obtained from the COE for <br />wetlands within the project area. Once the determination is received, the <br />correct permit will be obtained prior to Mn/DOT's authorization of the project. <br /> <br />Water Pollution I MPCA--NPDES <br />The construction activities will disturb 1 or more acre of land area (including <br />clearing, grading, & excavation). A Phase \I NPDES permit is required. <br /> <br />The permit will be submitted to Mn/DOT State Aid prior to project authorization, <br />and a Stormwater Pollution Prevention Plan (SWPPP) will be included in the <br />construction plan package. <br /> <br />This project will increase the existing impervious surface area, which will be <br />routed through roadside ditches and storm sewer. Coordination with the Rice <br />Creek Watershed district and Anoka County will be maintained and necessary <br />permits will be obtained. <br /> <br />Floodplain <br />Floodplain encroachment will be non-significant. A floodplain assessment has <br />been completed and no significant floodplain impacts are expected. <br />See attached Floodplain Assessment in Appendix D. <br /> <br />Noise <br />The project is not a Type I project. Procedures for abatement of highway traffic <br />noise do not apply, in accordance with 23 CFR 772. <br /> <br />Construction Noise has been considered and no impact is anticipated. <br /> <br />Air Quality <br />The project will not significantly impact air quality. <br /> <br />Controversial Issues <br />Since the project has arisen from community involved visioning sessions <br />associated with the Minnesota Design Team effort, and the completion of the <br />recent Comprehensive Plan, there is plenty of support for the project, throughout <br />the City. Additionally, the project is fully supported by both the Parks and <br />Recreation Board and City Council. However, as with any project, there are those <br />who oppose it. The reasons for the opposition include: direct impact to the <br />person's property or adjacent right-of-way, the out-of-pocket cost (matching <br />funds) of the project for the City, timing of the project with relation to the <br />current economic conditions, and an overall disagreement with the need for City <br />trails. <br />
