complete the project this year and wait for reimbursement from our original funding source or wait until
our programmed year of 2012.

The design of the project has gone well and communication with the PiIIks Committee has been
frequent and productive. The pedestrian bridge behind CIty Hall has been eliminated (this change is
still being reviewed by MNooT, but we don't foresee any issue with it). The fountain feature and other
elements of the park design are being refined and should be ready for a final review by the Parks
Committee at their regular meeting in May.

10. 2008 Downtown storm Water Improvements (000616-08167-0). At the last CIty Council meeting, a change order and pay
request were approved. The project will now remain on hold until next winter.

12. 2009 Peltier Lake Drive Area Street and Utility Improvements (000616-09169-0). T17is
portion of the original street and utility project has been bid. Since that time, we have learned of the
additional requirements of the ARRA funding. We have asked the apparent low bidder to submit a draft
change order for any costs he may incur if these additional requirements were added to the job. Once
we have that draft change order in hand and can weigh the risks of spending that money versus our
chances of getting money through the ARRA, we can make a decision on award of the project. Our
goal would be to have the Council consider project award no later than ApriI2:!"'.

13. 2009 street Improvements (000616-09170-0). T17is portion of the original project indudes the
remaining streets in the project. Its bid date has been postponed to April 14", in order to
accommodate the requirements of the ARRA funding. Once bids have been received, we can evaluate
the costs of Including the ARRA requirements in the job and weigh the risks of spending that amount
versus our chances of receiving funding.
