Pursuant to due call and notice thereof, the City Council
of Centerville held their regular meeting on Wednesday,
September 24, 1986 at City Hall. Mayor L'Allier called
the meeting to order at 7:00 P.M. Present: Fritchie,
Robischon, Zimny, Wilharber.

Motion by Wilharber, second by Robischon to accept the
minutes of the September 9, 1986 meeting, motion carried
unanimously.

PETITIONS AND COMPLAINTS:
Harvey Cartier mentioned Day Care sign is still on right
of way. The Day Care Center was notified by letter to
move their sign by the end of the month.

APPEARANCES:
Appearance of Rod Pieper. Addressed the need to place a
paramedic unit within the Quad City area. Health Central
will be increasing its ambulance coverage for the Quad
Cities by 36 hours per week. Their recommendation is to
leave the present system in place as it is working well
and continue to fine tune it. In their opinion an ambulance
base is premature at this time. Health Central is willing
to work with our community, and if demanded, will address
placing a paramedic unit in the Quad City area.

OLD BUSINESS:
Updated information on the senior citizen transportation
project was presented to the papers for publication. The
project will resume October 8, 1986. Service will be avail-
able the second and fourth Wednesday of each month from
8:00 am to 4:00 pm. Senior residents 60 years of age and
older are eligible. Active Ride will be the service provider,
and can be reached at 421-6550.

Councilman Wilharber updated the council on the crime watch
committee. The group is looking for a committment from
the City to proceed. The fee would be $1.00 per residence
or $302.00 for Centerville. Clerk will put on October 8
agenda. Councilman Wilharber will distribute additional
information to council members. Clerk will request Police
Chief Dean Campbell be at next council meeting to discuss
this subject. Clerk will check with Mary Foggarty as to
her status as Centerville's representative.

Councilman Wilharber presented council with updated pOlicy
for city operations, and would be open to comments and/or
changes to document.

NEW BUSINESS:
Motion by Robischon, second by Wilharber to:

- certify the amount of $4849.46 under Code #821
for Improvement #80-1 for 1986 payable 1987 tax
levy certification;

- certify the delinquent sewer service billings under
Code #819;

- certify the amount of $11,505.06 under Code #820
