Pursuant to due call and notice thereof, the City Council of Centerville held their regular meeting on August 27, 1986 at City Hall. Mayor L'Allier called the meeting to order at 7:00 P.M. Present: Fritchie, Robischon, Zimny, Wilharber. Motion by Robischon, second by Wilharber to accept the minutes of the August lJ, 1986 meeting, aye - Fritchie, Robischon, Wilharber, abstain - Zimny, motion carried. Petitions and Complaints: Petition presented to Council by Marvin Valento, 1597 LaMotte Drive, Lino Lakes, from residents on LaMotte Drive in both Centerville and Lino Lakes. The petition requested the following: 1. One side of street only parking signs be put up. 2. No alcohol, or license allowed to have alcohol. J. No radios. 4. Reasonable hours (suggested 10 am - 4 pm). 5. We want no alcohol permits issued at anytime for the safety of the people on the public roads. 6. No alcoholic beverages to be brought on the premises of the ball park. 7. When the City of Centerville allows large crowds or organized ball playing either the City of Cenerville or the organizer of the games should hire a police officer for the safety of our property and children, at the time of the games. Other members of the audience expressed their opinions on this matter: Rosalee Valento, 1597 LaMotte Drive - not against ball playing, against beer permits. Marlene Santo, 1573 LaMotte Drive - no parking signs taken care of. Archie Gay, 7154 Shad Avenue Carol Pelton, Park & Rec Committee Representative Floyd Kruger, Park & Rec Committee Representative Councilman Zimny suggested the City of Centerville determine if the park system belongs in the ball tournament and beer selling business, and if so why. Motion by Robischon, second by Fritchie to refer the petition from the residents on LaMotte Drive to the Park and Recreation Committee for their recommendations, motion carried unanimously. Appearances: Rod Herdina, SUnrise Plastics. Discussion with Mr. Herdina on the possibility of the City of Centerville proceeding with a tax increment financing program in conjunction with the Sunrise Plastics Co. This would entail pledging the tax revenues that would be generated by the Sunrise Plastics building from 1988 - 1996. The preliminary figures done by the attorney show an estimated $75,000 - $85,000 that could be put toward the development of the Sunrise Plastics building depending on whether or not the legislature makes it taxable. There would also be some up from costs to prepare the contract with Sunrise Plastics estimated at about $7,000.00.
