<br />Page two - City Council <br />Meeting Minutes <br />August 27, 1986 <br /> <br />Motion by Wilharber, second by Zimny confirming the City of <br />Centerville's interest in proceeding with a tax increment <br />financing plan with Mr. Herdina and his partners at Sunrise <br />Plastics, with the understanding that the city would need <br />a letter of credit for $3,500.00 - half of the up front <br />money needed to begin this program, motion carried unanimously. <br /> <br />Appearance of Dr. Michael Schollmeyer, Board President of the <br />Anoka County Animal Humane Society. Dr. Schollmeyer was <br />requesting the support of the City of Centerville in the <br />construction of the animal shelter in Anoka County. This <br />shelter will provide for adoptions and in the future possibily <br />animal control services as well as rabies clinics. Motion <br />by Wilharber, second by Zimny to support the Anoka County <br />Animal Humane Society contributing the suggested 50~ per <br />capita (pop 1017 x .50 = $508.50) optionally spread over <br />three years, motion carried unanimously. <br /> <br />Old Business: <br />Discussion on roads. Estimated feasability costs are <br />$3300 - $4000. Motion by Robischon, second by Fritchie <br />to have Maier, Stewart and associates go ahead with the <br />feasability study in the estimated price range of $3300 - <br />$4000, motion carried unanimously. <br /> <br />Councilman Robischon and Dan Tourville will continue looking <br />for trucks. <br /> <br />Motion by Zimny, second by Wilharber to appoint Burke & <br />Hawkins as the city's fiscal agent for the remainder of <br />calendar year 1986, motion carried unanimously. <br /> <br />Larry Koch will remain as Fire Commission Representative <br />along with Norm Fritchie. Des Englund will remain alternate. <br /> <br />The city is still in need of a senior representative to <br />the transportation committee. <br /> <br />Motion by Robischon, second by Fritchie to send a letter to <br />the Fire Commission and Fire Chief, copying in Circle Pines <br />and Lino Lakes, letting them know Centerville is not in <br />favor of leaving the personnel carrier at station #3 down, <br />motion carried unanimously. <br /> <br />Councilman Wilharber went on record stating medical calls <br />need to be limited or stopped altogether. The costs need <br />to be brought in line. The 1987 budget increased 41%, a <br />personnel carrier is down and the council is hearing the <br />moral of the firemen in Circle Pines and Centerville are <br />down. He would like to hear from the firemen. <br /> <br />Clerk will check with Norm Fritchie to see if commissioners <br />are backing the ambulance service. <br /> <br />New Business: <br />Motion by Wilharber, second by Zimny to accept Metropolitan <br />
