City of Centerville <br />City Council Meeting <br />March 31, 2009 <br />Councilmember Paar stated that he believes the City and Bonestroo have hashed out any <br />negatives. He added that most people do not see how much City Engineer Statz does <br />outside, working with the people. It goes unnoticed. He stated that it is how you correct <br />mistakes and move on. He stated that he believes communication on projects will now be <br />better. He added that the City has discussed doing a checklist for all City projects. <br />Mr. Tranter stated that Bonestroo is prepared to move ahead and renegotiate their contract <br />with the City. In a discussion with City Administrator Larson, he agreed to keep fees the <br />same for the next year. He requested that, if there are any additional problems, the City call <br />him or City Engineer Statz directly. <br />In closing, Mr. Tranter stated that Bonestroo really appreciates Centerville's support and <br />loyalty, and they will work hard to live up to it. <br />VII. OLD BUSINESS <br />1. Bonestroo's Submission for Grant Funding from Public Facilities Authority (PFA~ <br />for "Green" Elements Associated with the Downtown Draina.~e System (Tabled <br />from Previous Meeting) <br />City Engineer Statz stated that this was very complicated. The City has two projects: 1 <br />street project; and, another is out for bid. He stated that recently they learned that "green <br />money" will first be doled out to people on the 2009 (PPL) Project Priority List and then to <br />the (IUP) Intended Use Plan, and you cannot get on it unless you applied last March. Since <br />no one applied for "green money" back then, $3.9 million in "green money" is available. <br />What is left will be allocated for 2010. Bonestroo put Centerville's name in the hat for <br />2010. Applications have already been closed for the PPL. In August 2009, they will close <br />applications for the 2010 IUP. The City may have to take a gamble early on, in order to be <br />considered for the 2010 green money. <br />City Engineer Statz inquired whether, if they continue with the street project, they would get <br />in the game for the downtown storm water work. He inquired whether they want to spend <br />$5,000 to get into that. He stated that it is a stronger case for "green money," but there is no <br />guarantee the City would get the $130,000. <br />City Engineer Statz stated that the storm solution plan has to be done, and a Public Hearing <br />has to be held by Apri16; however, they could get an extension to have it done by August. <br />Councilmember Fehrenbacher inquired whether they have decided yet on where the pond <br />will be. City Engineer Statz stated that the fall-back plan will be in the southeast corner of <br />LaMotte Park, however other options are still being looked at. <br />City Engineer Statz stated that, on the street project, they are ahead of the game. He added <br />that they do not have to have the plans finalized to make an application for "green money." <br />Discussion ensued. <br />Page 5 of 10 <br />
