<br />,. <br /> <br />. <br /> <br />Mr. Richard Thompson, [657 Pcltier Lake Drive, commented that he lives adjacent to the <br />lake and said he hunts a little, fishes a little, skis a little and has a jet ski. He then said he <br />has seen just about every type of activity out on tlle lake making it an ecosystem that <br />includes human activity. He then said he recently heard that the lake owners on upper <br />Red Lake are being blamed for fishing out the walleye population and, if the herons leave <br />the island, people will blame those that live around the lake. <br /> <br />Mr. Thompson said he thinks it is strange that the City of St. Paul will not take water <br />from Centerville. He then commented that the water us cd to be clear but has not been <br />clear for a long time. He further commcnted he feels the DNR and Anoka County should <br />commit to follow up with a study on whether or not the no wake zone is working to <br />protect the north end of the lake once it is implemented. <br /> <br />Mr. Thompson indicated that lake shore residents have responsibilities to pick up and <br />maintain the lake and the Association has done so by rcplacing buoys and cleaning up <br />debris on the ice so that it does not end up in the lake. <br /> <br />Mr. Gcorge Burr, 1693 Peltier Lake Drive, challenged Council to determine the least <br />amount of restriction that will protect the lake and allow humans to enjoy it. He further <br />stated that God put people hcre to enjoy the earth and they have a right to use and enjoy <br />the lake and he hopes Council's decision reflects the least amount of restriction on people <br />and the least restriction on activities. <br /> <br />Mr. Watson, 1585 Peltier Lake Drive, said he hopes that Council takes into account the <br />fact that there has been a lot of expertise thrown around and people with titles have <br />provided opinions but very little facts have been presented. He then asked Council to <br />limit restrictions to the minimum possible to protect the lake. <br /> <br />Ms. Joan Galli, DNR Nongame Wildlife Specialist, indicated she has worked as the <br />nongame wildlife specialist for 20 years in the seven county metro area. She then <br />indicated that the DNR has long term history on herons and eagles in the Rice Creek <br />Chain dating back to 1945 if anyone wishes to access it. She further indicated that the <br />DNR has employed Mr. Art Hawkins to monitor heron and egret activity on Peltier Lake <br />in an attempt to determine why the rookery failed in the previous years. <br /> <br />Ms. Galli indicated that the DNR, along with the task force, would like to give the birds a <br />chance to successfully nest in 2002 by instituting this no wake zone. She then <br />commented that the DNR is comfortable with the options presented for the no wake zone <br />and has funding available to continue to monitor the rookery and watch other wildlife on <br />the island. <br /> <br />Ms. Galli indicated that the birds living on Peltier Island are well mannered birds because <br />the herons, egrets and eagles are living in harmony. She then explained that the DNR had <br />representatives climb into an eagle's nest to search for evidence of predation but found <br />none. She then cautioned that the ordinances for Lino Lakes and Centerville need to be <br />the same in order to be effective and able to be enforced. <br /> <br />Page 7 of21 <br />
