<br />.' <br /> <br />City of Centerville <br />Council Meeting Minutes <br />April 10, 2002 <br /> <br />City Attorney Hoeft indicated that changes to the ordinance should be brought forward <br />and discussed at the public hearing. He then said the changes seemed pretty <br />straightforward and, if necessary, he would work with Staff to amend the ordinance. <br /> <br />Mayor Swedberg commented that the City has money sitting in a fund and asked what <br />the City is to do with that money. . <br /> <br />City Attorney Hoeft indicated the City does not need to have the 10% rule in its <br />ordinance in order for a charitable organization to donate 10% to the City. He then said <br />the issue is once the money comes to the City what can it be used for. <br /> <br />Council Member Capra indicated she had discussed lawful use of the money with Alice <br />Jacobs and Ms. Jacobs was concerned after reviewing the minutes from the last meeting <br />because it appeared that the Spring Lake Park Lions were giving money to Centerville for <br />a proj ect for the Centerville Lions and that the Centerville Lions felt they had entitlement <br />to those funds. <br /> <br />Council Member Broussard Vickers indicated that the Centerville Lions want the money <br />spent on a facility in the park for the benefit of the City not for the Lions. <br /> <br />Council Member Nelson commented that the City never said it wanted to build a <br />concession stand in LaMotte Park. <br /> <br />Council Member Broussard Vickers indicated that at the time this situation began it was <br />the intent to construct a concession stand at the park. She then said the City could give <br />the funds to the 50 I C3 corporation allowing the Lions to use the funds to build the park <br />shelter. <br /> <br />Mayor Swedberg commented that no other residents had come to meet with the Anoka <br />County Board of Review and suggested closing the public hearing. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Nelson to close the Anoka County Board of Review public hearinl!:. All in favor. <br />Motion carried unanimously. <br /> <br />Mayor Swedberg closed the public hearing at 7:00 p.m. <br /> <br />City Attorney Hoeft advised that the money was donated to the City and from a legal <br />standpoint the City may determine how that money is used. He further commented that it <br />may be a good idea to respect the wishes of the person or entity donating funds to the <br />City if the City wants to continue to receive donations but noted the City is not obligated <br />to do so. He also commented that there may have been an understanding of how those <br />funds would be spent and the additional step of trying to give recognition to the <br />Centerville Lions has muddied up the waters. <br /> <br />Page 4 of 16 <br />
