<br />, <br /> <br />City of Centerville <br />Council Meeting Minutes <br />April 10, 2002 <br /> <br />Council Member Capra read the minutes from the last Council meeting where Mr. Bisek <br />explained that the $1,900 was the proceeds from a raffle of a four wheeler and that <br />money was to be used to payoff the four wheeler purchase. <br /> <br />City Attorney Hoeft indicated that from a legal standpoint the $1,900 is the City's money <br />and Council needs to decide what to do with it. <br /> <br />Council Member Nelson indicated that there is already a concession stand at LaMotte <br />Park and she does not feel it is necessary to put in an elaborate structure with meeting <br />space above it for the Lions. <br /> <br />Council Member Capra expressed concern with the fact that the concession stand at Lake <br />Harriet was recently turned over to the Dairy Queen because the City could not make a <br />go of it and that is a much larger City. She then commented that $50,000 for a structure <br />that may only be used a few times per year may not be a wise use of City funds. <br /> <br />Council Member Broussard Vickers indicated that the Park and Recreation Committee <br />had agreed to allow the Lioness Branch to sell concessions every night that Little League <br />has games at the Park. <br /> <br />Mayor Swedberg indicated that the Parks and Recreation Committee is an advisory board <br />and has no authority to authorize use of the City's building. <br /> <br />Council Member Broussard Vickers indicated that the Lioness Branch is to use the <br />concession stand during Little League games at the Park and will give 25% of its <br />proceeds to the Park and Recreation Committee. <br /> <br />Council Member Nelson said she has trouble with an advisory board making these types <br />of decisions that Council is not even aware of. <br /> <br />City Attorney Hoeft agreed that he had concerns about an advisory board authorizing use <br />of City property. He then said that from a liability standpoint it would be more <br />appropriate for Council to make that determination. <br /> <br />Council Member Broussard Vickers indicated the Park and Recreation Committee was to <br />be looking at the schedule for the games. <br /> <br />Council Member Capra asked whether there would be health codes to meet. City <br />Attorney Hoeft said selling packaged food should not be an issue. <br /> <br />Council Member Capra indicated she would want to know whether there would be any <br />health department liability or whether the City would be responsible because it is City <br />property. <br /> <br />Page 7 of 16 <br />
