City of Cenlerville
Council Meeting Minutes
AprillO,2002

administration that led them to believe the funds would be used for building a pavilion
and, if that is not done, it could result in hard feelings.

Council Member Broussard Vickers indicated the Lions could stop giving the City
money.

City Attorney Hoeft indicated that the Lions are not required to give the City anything
under the current ordinance.

Council Member Capra suggested the City continue to receive the 10% to be spent
however Council wishes and let the Spring Lake Park Lions administer the remaining
40% that is to be spent in the trade area.

Council Member Broussard Vickers asked what the City was to do with the funds that are
currently available.

Council Member Capra said she feels the Spring Lake Park Lions gain something by
having pull tabs in Centerville.

City Attorney Hoeft commented the reason that they want additional locations is because
they are making money.

Mayor Swedberg asked how long the money had been accumulating. He then said, by
his calculations, the City does not receive enough money to warrant the costs to
administrate it.

Council Member Broussard Vickers clarified that the City is to receIve 10% of the
profits.

Mayor Swedberg said he does not want the City to have the money because he does not
view government as a charity and he would prefer that the money go to volunteer
organizations.

Council Member Broussard Vickers asked what the City was going to do with the money
it currently has.

Council Member Nelson said she would like to see the money used to benefit the City by
having it used in the parks somehow.

Council Member Travis indicated he would like to see a concession stand at LaMotte
Park.

Council Member Broussard Vickers indicated that if money had been available at the
time that the Parks and Recreation Committee considered this it would have been their
recommendation to construct the pavilion. She then asked what the City is to do with
regard to the $1,900 that was incorrectly sent to the City.
