<br />~fl <br /> <br />. <br /> <br />City of Centerville <br />Council Meetings <br />March 27, 2002 <br /> <br />because the funds were earmarked for the pavilion at LaMotte Park which would benefit <br />residents of the City. <br /> <br />Mayor Swedberg said he finds it odd that charitable gambling comes to the City and that <br />one Lion's group cannot give to another Lion's group. <br /> <br />The Gambling Manager from the Spring Lake Park Lions indicated that in order to be <br />able to donate funds an organization must be a nonprofit SOlC3 corporation and the <br />Lions are a SOIC4. <br /> <br />Mayor Swedberg asked if the City needed to continue doing this. <br /> <br />Mr. Bode indicated the Lions could set up a charitable foundation that would fit the <br />criteria. <br /> <br />Council Member Nelson commented that per City Ordinance the City is to receive 50% <br />of the profits and determines what would directly benefit the residents of the City. She <br />then commented that the City should be able to determine whether the funds received go <br />to the Lions Club or other worthwhile causes. She further commented that approval of <br />licenses is subject to compliance with the ordinance requirements. <br /> <br />Council Member Broussard Vickers indicated that even if the funds do not go through the <br />City the Lions would still need Council approval. She then commented that the monies <br />have been accumulating to accomplish a specific goal and noted that Council does not <br />base license approval on approving all expenditures. <br /> <br />Mayor Swedberg asked why it was necessary to run the money through the books of the <br />City. <br /> <br />Mr. Bode indicated that the Centerville Lions contribute small amounts to various causes <br />in the community as well as through Lions International. He then explained that the <br />Lions run into a shortage of funds for large projects like the pavilion and using gambling <br />funds through the Spring Lake Park Lions would enable the Lions to help provide a <br />pavilion for LaMotte Park that would benefit many organizations and residents of the <br />City. <br /> <br />Council Member Broussard Vickers suggested the Lions set up a foundation and come to <br />the City when ready to request disbursement of the funds. <br /> <br />Council Member Nelson asked whether the City would be held responsible if the Lions <br />spent the funds on something that is not allowed. <br /> <br />City Attorney Hoeft indicated that if the City gives the funds to the Lions and they are <br />spent in a way that the City felt was not civically responsible that would be an issue for <br />discussion at the next re-licensing. <br /> <br />Page 4 of 18 <br />
