<br />City ofCenterville <br />1880 Main Street <br />Centerville, MN 55038 <br />Attention City Administrator Kim Moore-Sykes <br /> <br />May01,2002 <br /> <br />SUBJECT: Variance Request, Mr. & Mrs. Tracy Tratar, May 07, 2002 P & Z meeting. <br /> <br />Dear Kii:n Moore-Sykes; <br /> <br />Business issues prevent me for attending the meeting, however I support the issuance of a variance to <br />allow ow1ding of an attached two-car garage. <br /> <br />Approval ofvariance request should be tied to special circumstances: The following items are my-- <br />reasoning to approval this variance; <br /> <br />A. I watched this development being built twenty years ago. Most of the homes were what I call a starter <br />home, a first home for a YOUJIg couple. The plots were arangerd to have garages, out for many reasons, <br />SOJ:lle were not built at home construction time. As time proceeded the development's residents and <br />Centerville grew up. I think all of the homes now have garages but this one. An example of the <br />neighborhood setbacks and plot lines can be viewed by looking to the next lot north. These long time <br />owners and lot should be grandfathered in to allow the same look as the rest of the neighborhood. <br /> <br />B. ThlS comer lot lll'!1Ulgement lS such that a detached garage could oe built in the southeast corner of the <br />lot. This southeast corner detached garage would be in direct conflict with Ordinance #4, Division 40: <br />part C "AU single-family detached dwellings shllll have attached garages." You ueed look to the lots <br />south to see detached garages. This City requirement alone provides special status to allow a city <br />preferred variance to have an attached garage verses a detached garage. <br /> <br />C.rhe neighborhood has grown up, but since the home construction, the question has always been <br />"when will the home be completed?" The house is lacking without a double garage like all the other <br />homes in the area. <br /> <br />Summary <br />I would approve special variance on the grounds; the home needs a garage to blend into the <br />neighborhood, the city's guidelines request attached verses a detached building; the variance would te <br />w1thfu the layout of the current neighborhood and of the original neighborhood plotlines. <br /> <br />I would add the additiou of a timetable for the driveway installion.
