<br />City ofCenterville <br />City Council Meeting Minutes <br />April 24, 2002 <br /> <br />Ms. Kathy Peil, 1859 - 73rd Street, addressed Council and asked that the City keep the <br />charitable gambling account open until the Lions are able to set up the 50lc3 foundation <br />to be able to receive funds from the Spring Lake Park Lions. <br /> <br />Council Member Travis indicated there is more to the situation than a simple request to <br />leave the account open. <br /> <br />Council Member Capra indicated she has concerns with regard to the discussion at the <br />last meeting because it sounded as if the City was laundering money from one Lions Club <br />to the other and the Minnesota Gambling Control Board agreed. She then said she would <br />like to have the funds designated as park and recreation funds and have the Lions work <br />with the Park and Recreation Committee to come up with a recommendation for Council <br />approval. She also indicated the ordinance needed to be revised. <br /> <br />Ms. Peil indicated the Lions have to empty out their accounts every year and the City <br />risks losing the $6,000 that has accumulated ifthere is no place to hold it. <br /> <br />Council Member Nelson commented that the City has not approved building the <br />structure. <br /> <br />Ms. Peil indicated that the Lions intend to go to the next Parks and Recreation Conunittee <br />meeting to meet with them and discuss what type of structure they would like to see. <br /> <br />Council Member Nelson read a sentence from the information provided by the Gambling <br />Control Board which indicates that the City should not be given funds for the purpose of <br />passing those funds along to an organization that the first party could not have legally <br />contributed to. <br /> <br />Ms. Peil indicated the City could hold the 10% but should use the 40% for the intent of <br />the donation. She then indicated the intent for those funds was to build a structure and <br />that is why the fund was set up to allow the funds to accumulate. <br /> <br />Council Member Nelson indicated she did not have a problem with holding the funds for <br />the Parks and Recreation Conunittee to use but she cautioned the Lions that the Parks and <br />Recreation Committee is an advisory board and Council would have the ultimate say as <br />to what the funds are used for. <br /> <br />Ms. Peil indicated the structure was dependent upon whether or not enough funds could <br />be accumulated. She then said that the City would lose the $6,000 if it is not accepted by <br />June 30, 2002. <br /> <br />Council Member Capra indicated she would like to see the ordinance revised to allow for <br />the 10% and would like to see the Parks and Recreation Committee request those funds. <br /> <br />Council Member Broussard Vickers indicated she would like to give the funds to the <br />50lc3 as previously discussed and amend the ordinance.
