<br />City of CentervilJe <br />City Council Meeting Minutes <br />April 24, 2002 <br /> <br />indicated she has a problem with the City doing that especially in light of the fact that the <br />City is under scrutiny from the state with regard to the TIF situation and deferred compo <br /> <br />Council Member Broussard Vickers indicated the City is allowed to donate to a 501c3. <br /> <br />Council Member Capra indicated the City has a policy of not donating to any <br />organizations. <br /> <br />Ms. Peil indicated the Lions are in the process of establishing the 50lc3 but said she is <br />not sure how long that will take and does not want the City to lose the $6,000. <br /> <br />City Attorney Hoeft indicated it would be most appropriate to have Council designate the <br />funds to be used for park and recreation with the ultimate decision as to how those funds <br />are used resting with Council. <br /> <br />Council Member Broussard Vickers indicated she felt the Lions were asking to find out <br />whether the City is interested in spending the funds on a structure for LaMotte Park. She <br />further commented the Lions are interested in knowing if the Council would vote to <br />approve use of the funds to back grant proposals in an attempt to obtain further funds to <br />build the structure. <br /> <br />City Attorney Hoeft cautioned the Lions that a consensus of Council is not the same as a <br />vote of Council and does not give any authority other than a representation of the <br />Members' thoughts. <br /> <br />Council Member Nelson indicated she would not vote for a concession stand at LaMotte <br />Park but said she would vote for some kind of area in any of the parks for picnic tables <br />and a place to cook food. <br /> <br />Council Member Capra indicated she was not opposed to renovations of the current <br />concession area and said she would like to see a platform with a roof over it and picnic <br />tables. <br /> <br />Ms. Peil asked what part of the ordinance would be changed. Council Member Capra <br />indicated the trade area would be changed and the ordinance would require 10% of the <br />profits go to the City. <br /> <br />City Attorney Hoeft clarified that the City's current ordinance says that up to 50% of the <br />profits should come to the trade area. He also clarified that the ordinance is not in <br />violation of state statute but simply does not address the City receiving 10%. He then <br />suggested that, if the City wishes to have the 10% coming in to the City, the ordinance <br />should be changed to reflect that. <br /> <br />It was the consent of Council that the ordinance should be amended to reflect the 10% <br />requirement. <br /> <br />Page 5 of 11 <br />
