City of Centerville <br />January 14, 2004 <br />Council Meeting Minutes <br />Mr. Drilling said it may be a nursing home or assisted care living or something similar <br />but he does not know at this time. <br /> <br />Council Member Capra commented that she would have liked to have had the plan before <br />the meeting. She then said that she asked Mr. Drilling and Mr. Keleher whether the <br />commercial townhomes could be moved down to be the gateway into the townhomes. <br /> <br />Council Member Broussard Vickers asked whether the existing buildings would be taken <br />down and advised Mr. Keleher to ensure that no variances would be needed for the <br />commercial lot size. <br /> <br />Council Member Capra indicated she would not support the TIF but would be fine with <br />the rezoning. <br /> <br />Council Member Capra commented that she is concerned with residential being in <br />between two commercial areas. <br /> <br />Council Member Capra indicated a lot of this depends upon the flood plain and the City <br />does not have the surface water management plan. <br /> <br />Mr. Keleher indicated he is working with Rice Creek on the flood plain designation. <br /> <br />Council Member Capra commented that this may not work without the flood plain <br />designation change. <br /> <br />Mr. Keleher indicated Mr. Rehbein has excess flood plain credits that they may be able to <br />purchase for the project. <br /> <br />Council Member Capra asked whether the development was contingent upon getting the <br />TIF approved. <br /> <br />Mr. Keleher indicated they would be coming with a request for TIF. <br /> <br />Mayor Sweeney indicated he liked the idea of redeveloping the area and thinks this is a <br /> <br />good compromise <br /> <br />2. Mr. Bill Gleason Concept Plans Townhomes/Proposal for Annexation <br /> <br />Mr. Gleason presented Council with his proposed townhome development and indicated <br />that he would like Centerville to consider annexing his property from Lino Lakes because <br />Lino Lakes has a moratorium on building permits and he wants to build out the entire <br />property all at once not in stages. <br /> <br />Council Member Lee indicated that Ms. Moore-Sykes spoke to Staff at Lino Lakes and it <br />does not sound like they would be interested in being annexed. <br /> <br />Page 3 of 10 <br /> <br />
