City of Centerville <br />January 28, 2004 <br />Council Meeting Minutes <br /> <br />Council Member Capra indicated she does not have an issue with sending a letter to the <br />Lino Lakes Council requesting that they be cognizant of the heron nesting if the project is <br />approved. <br /> <br />Council Member Broussard Vickers indicated she did not have an issue with sending a <br />letter about the nesting birds and general construction traffic. <br /> <br />Stacy Wittner, 7542 Peltier Lake Drive, Lino Lakes, indicated she is concerned that there <br />is no communication about such a large development so close to the borders. She then <br />provided information on the church indicating it is more than 84,000 square feet with <br />4,000 to 6,500 attendees. She then said that this is far more than a church they have six <br />services, two on Saturday and four Sunday with more than 40 other programs during the <br />week making it a seven day per week operation. <br /> <br />Ms. Wittner indicated that there are 700 cars per service making 2,800 trips on Saturday <br />th <br />and 5,600 trips on Sundays. She then said that it is possible to take 77 to Peltier Lake <br />th <br />Drive to Old Mill Road to Peterson Trail or back out onto 20 Avenue as a short cut <br />through the neighborhoods. <br /> <br />Ms. Wittner indicated she went to the church’s current location to observe traffic and the <br />traffic they have now is a mess. There is 200 feet between the four-lane highway and the <br />church and a stoplight and traffic officer that helps manage the high volume and there is <br />still significant backup. <br /> <br />Ms. Wittner indicated that the church does not provide tax dollars for upgrading the roads <br />and this church would provide a serious and significant impact to the existing roads. She <br />then said it would be possible to build only 9 homes on that property if the church were <br />denied and she would prefer that. <br /> <br />Ms. Wittner indicated the next City Council meeting in Lino Lakes is February 9, 2004 <br />and noted that she asked the Planning and Zoning Commission if they would support <br />postponing construction during the heron nesting period and only one member thought it <br />was a good idea and the others said no. <br /> <br />Council Member Broussard Vickers indicated that the City is aware of the project but has <br />not been asked for its input on the project because Lino can develop its land anyway they <br />see fit. <br /> <br />Ms. Moore-Sykes indicated that they have received postcards in the mail with meeting <br />dates and Council and the Mayor have been invited. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Capra to direct Staff to send a letter to the Lino Lakes Council asking them to be <br />aware of the heron nesting season and do whatever is possible to mitigate the impact <br />to the herons.
