City of Centerville <br />January 28, 2004 <br />Council Meeting Minutes <br />Council Member Capra asked whether the Building Inspector/Public Works position was <br />under consideration. <br /> <br />Mr. Palzer indicated that Mr. McPherson is in the training phase of that and will be <br />expanding his duties. <br /> <br />Ms. Moore-Sykes indicated that Staff is working on an advertisement for the Public <br />Works employee position. <br /> <br />Council Member Lee asked whether the Sheriff has checked the ice thickness for the <br />festival. <br /> <br />Mr. Palzer indicated that would be done one week before the event. <br /> <br />2. Heron Group/Eagle Brook Church <br /> <br />Doug Jost, 7304 Brian Drive, indicated he and the neighbors have been working on this <br />matter since the proposed development came forward. He then handed out a letter to <br />Council that he read outlining his concerns with the proposed church. <br /> <br />Council Member Capra indicated that she received information with regard to the Eagle <br />Brook Church and then said that the City is involved in the Tri-City Coalition in an <br />attempt to keep informed about issues that affect the City. <br /> <br />Council Member Broussard Vickers commented that Lino Lakes has not asked for input <br />from Centerville on the project. She then cautioned those concerned that, if the church <br />does not go through, something else would because that property is too valuable to sit as <br />agricultural land. She then said she is not sure what the highest and best use of the land is <br />but it could be something with more of an impact than the church would have. She <br />further commented that this City cannot tell Lino Lakes how to develop its land. <br /> <br />Council Member Capra indicated she spoke with Council Member Carlson from the Lino <br />Lakes Council and told her that she is concerned that the construction time frame respect <br />the nesting season for the herons. She then said that the City is involved in the Tri-City <br />Coalition and noted that the DNR and Rice Creek Watershed District are studying the <br />corridor. <br /> <br />Mr. Jost indicated that they would like Council to draft a letter letting Lino Lakes know <br />that the City of Centerville is concerned about the potential impact on the heron’s nesting <br />season as well as the potential traffic impact to the City. <br /> <br />Council Member Capra commented that the ramps may be updated within the next year <br />or so prior to the bridge work. <br /> <br />Council Member Broussard Vickers commented that, in order to raise the project to the <br />level of needing to do something, traffic has to be consistently backed up. <br />Page 3 of 10 <br /> <br />
