<br />CITY OF CENTERVILLE <br />WORKSESSION MEETING <br />October 13, 2004 <br />5:30 p.m. <br /> <br /> Approved <br /> <br />I.CALL TO ORDER <br /> <br /> <br />Mayor Sweeney called the Worksession to order at 5:30 p.m. Present at the meeting <br />were Councilmembers Broussard Vickers, Capra, Lee and Paar; City Administrator <br />Kim Moore-Sykes; Jim Dvorak, SRF; Nathan Will, SRF; Lyndon Robjent, Anoka <br />County; Mike Kelly, Anoka County. <br /> <br />II. DISCUSSION ITEMS <br /> <br /> <br />a.Jim Dvorak, SRF Engineering, presented information regarding the design <br />process for the reconstruction of CSAH 14/Main Street. He noted various points <br />along CSAH 14/Main Street where they will be trying to minimize the impacts of <br />the reconstruction throughout the lakes and wetland areas. <br /> <br /> Mr. Dvorak also noted the tight 90 degree corner of Main Street by St. <br /> Genevieve poses some difficulty as the church structure is a historically <br /> significant site. He reported that it becomes tight again going through the <br /> downtown area. He stated that this is the tightest area of the project as 100’ is <br /> needed for the project. Mr. Dvorak said that there are 2 -3 options for this area. <br /> The roadbed can be shifted to the north; shifted to the south; or left in the center. <br /> <br /> He indicated that the aerial photos with the street overlays indicating where the <br /> road may go are a first “shot” at this preliminary plan. Mr. Dvorak indicated that <br /> these drawings will be displayed again at the meeting on October 26, 2004 at <br /> Chomonix Golf Course. <br /> <br /> Responding to questions about the options for the placement of the <br /> roadbed, Mr. Dvorak indicated that it is possible that the County may opt <br /> to move CSAH 14 to the north, based on the property values. He indicated that it <br /> may be cheaper to go north because there are fewer properties impacted <br /> by the reconstruction project. <br /> <br /> Residents also asked how CSAH 14 reconstruction will impact other <br /> intersections in Centerville. Mr. Dvorak said that the intersection at CSAH 21 <br />th <br /> (20 Avenue) will need to be reconstructed; Centerville Road will have to be <br /> widened to 3 lanes in the downtown area to allow for parking on both sides of the <br /> road. <br /> <br /> When a resident asked about the construction schedule, Mr. Dvorak <br /> indicated that reconstruction will start Spring 2006. He said that Phase II of the <br /> project will be completed by March 2005; costs need to be determined; <br /> environmental assessments completed; easements and rights-of-way need to be <br /> determined and acquisition of these rights-of-way to be done.
