a possible change in the speed limit, Mr. Dvorak indicated that at this point it is <br /> expected to remain unchanged. <br /> <br />th <br /> A resident asked about the median at the intersection at Main Street and 20 <br /> Avenue as it looks like it will block access to Corner Express. Mr. Dvorak <br /> suggested that frontage roads may need to be constructed because the median <br />thst <br /> does block left turns at 20 Avenue and 21 Avenue. He suggested that a road <br />th <br /> could be planned south of Main Street and east of 20 that could access the Dairy <br />st <br /> Queen, Embers, and the other businesses off of 21. He then suggested that a <br />th <br /> road could go north of Main Street off of 20 Avenue and again go east to access <br /> Mainstreet Bank. He also indicated that the County has no plans for stop lights at <br /> any intersections. Mr. Dvorak also reported that the project involves 3.5 miles of <br /> CSAH 14. <br /> <br /> Councilmember Broussard Vickers asked that Anoka County notify <br /> residents that may be involved in property acquisition sooner rather than <br /> later. <br /> <br /> Mr. Dvorak indicated that Anoka County needs to know what utilities that the <br /> City plans to replace or install in the downtown area. They are also <br /> looking for approval from the City of a Memo of Understanding (MOU) <br /> once the County has a proposed plan for the reconstruction project. He <br /> also went on to discussion the process the County is required to use to <br /> acquire property. He indicated that acquisition would involve taking only <br /> a strip of property necessary for the widening of Main Street, leaving the balance <br /> of the property intact. They also use this process to acquire temporary easements. <br /> Mr. Mike Kelly, Anoka County, reported that the authority the County uses for <br /> acquiring property is Fed. Reg. 81.646 which outlines the procedure and <br /> limitations for the taking of property. Mr. Dvorak then described the <br /> process for determining market value for the property. He reported the <br /> Anoka County has already acquired three properties using this process. <br /> <br /> Mr. Dvorak reminded those in attendance that the next public input <br />th <br /> meeting for CSAH 14 is scheduled for October 26 from 5:00 p.m. to 7:30 <br /> p.m. at Chomonix Golf Course in Lino Lakes. <br /> <br />III.
