<br />" <br /> <br />City of Centerville <br />City Council Meeting Minutes <br />April 24, 2002 <br /> <br />2. Senator Michele Bachmann <br /> <br />Senator Bachmann addressed Council and explained that Centerville had been moved <br />into her district with the recent shifting of district lines. She then invited Council and any <br />residents to contact her at any time with any issues they may have. <br /> <br />3. Mr. Llovd Drilling <br /> <br />Mr. Drilling addressed Council and indicated he may need to lower the berm by one foot <br />to aid in drainage. <br /> <br />Mr. Peterson asked if Mr. Drilling would be able to get the lot to drain in the east west <br />direction. Mr. Drilling indicated he was going to try to do so by constructing a swale that <br />would help the water flow toward the catch basin. He also indicated he had been <br />discussing the matter with the neighbor and may have to fill in the neighbor's yard a bit <br />to get the water to flow to the catch basin. <br /> <br />Council Member Capra asked whether Council approval was needed for a change in the <br />plans. City Attorney Hoeft indicated that Council did not need to provide approval as <br />Mr. Drilling is working with City Staff on the matter. <br /> <br />Council Member Capra asked how Mr. Drilling intended to accommodate the water from <br />Mr. Engler's yard due to the flat elevation. Mr. Drilling indicated the original plan had <br />his water flowing west. He then said he would take care of Mr. Engler's water problem. <br /> <br />Council Member Capra asked if fixing Mr. Engler's yard would affect drainage on the <br />yard north of him. Mr. Drilling indicated the swale would be designed to flow west to <br />the catch basin. <br /> <br />Mr. Jerry Engler of 7127 Shad Avenue indicated he had been discussing the matter with <br />Mr. Drilling and said that Mr. Drilling was to inform him when this matter was on <br />Council's agenda. He then explained that other residents in the area do not want the <br />grade of the berm lowered because the intent of the berm with a fence on it was to screen <br />the view of the building from the neighborhood. He further said he would like to see a <br />ditch behind the building to push the water to the catch basin. <br /> <br />Mr. Engler indicated he needed the corner stake put back in because he does not know <br />where his property line is without it. He then said he wants to make sure that his yard is <br />returned to its previous state. He further commented he felt Mr. Drilling was trying to <br />pull a fast one by not telling him about the meeting. <br /> <br />Mr. Peterson commented that the property is very flat and trying to get a decent grade <br />with a ditch behind it to get the water to flow to the catch basin may be difficult. <br /> <br />Page 2 of 11 <br />
