<br />J~ <br /> <br />, <br /> <br />City of Centerville <br />Council Meetings <br />March 27, 2002 <br /> <br />Mr. Bisek explained that the Centerville Lions had discussed various projects within the <br />community and had decided that a concession building at LaMotte Park would benefit <br />many organizations within the City and decided to set aside monies received from the <br />Spring Lake Park Lions until the $50,000 for materials to build the structure was <br />accumulated. He then explained that the Lions could not send money directly to another <br />Lion's club so the City was used as an entity authorized to receive funds and was to hold <br />them in an account until the dollar amount for the structure was obtained. <br /> <br />Mr. Bisek explained that the $1,900 recently received by the City from the Spring Lake <br />Park Lions was intended to payoff the four wheeler that was raffled off in connection <br />with the festival last year. <br /> <br />Mr. Bisek explained that the $1,900 should go into the general financials for the <br />Centerville Lions and the $26,000 should be put into a fund to sit and accumulate until <br />the $50,000 goal is reached and the structure can be built at the park. <br /> <br />Council Member Capra asked why the Centerville Lions do not have a gambling license. <br /> <br />Mr. Bisek indicated that before he was involved with the Lions there was a case of <br />impropriety concerning charitable gambling and the state pulled the Lion's license. He <br />then commented that it is a costly and time-consuming adventure to go into the charitable <br />gambling arena due to employees and fees for licensing and the Club has decided not to <br />seek another license at this time. <br /> <br />City Attorney Hoeft explained that once funds are received by the City as a donation <br />there are no conditions or restrictions on those funds which means that legally the City <br />does not have to designate the funds for the structure as requested by the Lions. He then <br />said that politically, if the City made a deal with the Lions, that is a separate issue. <br /> <br />Council Member Capra commented there was not a formal written arrangement but a <br />verbal agreement. <br /> <br />Mr. Bisek explained that the agreement was reached when Mr. March was the City <br />Administrator. <br /> <br />Council Member Capra asked how the City was to handle the $1,900 request legally. <br /> <br />Council Member Broussard Vickers indicated that the Park and Recreation Committee <br />had discussed the Lions request and understands the issue and will not have a problem <br />with the money being removed from the Park and Recreation budget. <br /> <br />Mayor Swedberg asked why the money should come to the City. <br /> <br />Mr. Bode explained that the money must be used for civic or community projects and the <br />Lions can only donate funds to a church, school, fire department or the City due to state <br />regulations.
