<br />.\ <br /> <br />. <br /> <br />City of Ceoterville <br />Council Meetings <br />March 27, 2002 <br /> <br />Mr. Perry indicated that the County was at Monday's public hearing in Lino Lakes and <br />made its recommendation but none of the recommendations were adopted by Lino Lakes. <br />He theu read the County's recommendation for Council. <br /> <br />Council Member Capra asked how far from the southern most end of the island in feet the <br />County's first proposal was. Mr. Perry indicated it was approximately 350 feet and noted <br />the second recommendation is approximately 350 feet as well but angled northeast. <br /> <br />Council Member Nelson commented that the City had reached a consensus of 200 feet <br />south of the island running straight across. <br /> <br />Mr. Perry continued reading the County's recommendation and finalized his comments <br />by stating that the County wants to improve the quality of natural resources by keeping <br />human intervention at a minimum on the north end of the lake. <br /> <br />Council Member Nelson asked whether Mr. Perry felt the 200 feet straight across was <br />adequate to stop the damage to aquatic plants and help with the birds. <br /> <br />Mr. Perry commented that the County feels the farther south the line is placed the better <br />for the habitat at the north end of the lake and then said he feels that any of the three <br />alternatives provided would do an adequate job. <br /> <br />Ms. Nancy Bowring of 7608 Peltier Lake Drive indicated she had polled the neighbors in <br />her area and they are all in favor of a no wake zone but six of the nine want it straight <br />across because of concern with boaters and swimmers and 8 of the 9 want it angled up if <br />it does not go straight across. She then indicated a primary concern for them is the <br />herons and aquatic vegetation rather than being concerned about a no wake zone in front <br />of their homes, <br /> <br />Council Member Capra commented that to get out to a five-foot depth the swimmers <br />have to go out a good distance and could be in the path of boaters. <br /> <br />Council Member Broussard Vickers asked whether all residents polled live in the wedge <br />area to the northeast. Ms. Bowring indicated that was true. <br /> <br />Ms. Bowring indicated she had received a call from a neighbor that saw a heron fly from <br />the island. <br /> <br />Mr. Lindner of 7413 Peltier Lake Drive provided more facts and information. He then <br />showed a picture of an eagle confirming that the eagles were back before the herons. <br /> <br />Council Member Capra asked whether herons return to the same nests or if they build <br />new nests each year. <br /> <br />Page 6 of 18 <br />
