.

City of Centerville
Council Meetings
March 27, 2002

Mr. Perry indicated they do return on occasion and improve on last year's nest. He then
indicated he had been out at the island before the meeting and saw 14 herons working on
nesting sites.

Mr. Lindner read through the information provided to Council.

Mr. Lindner complained that approval of the no wake ordinance would reduce the
recreation area of the lake to 235 acres and he thinks that is setting up the lake for failure.

Council Member Capra asked Mr. Lindner to define failure. .

Mr. Lindner commented that the City would be congesting all users to one end of the
lake.

Mr. Lindner read more of his paperwork and suggested Council was not hearing the voice
of the lakeshore owners.

Council Member Capra read a report of her conversation with Chuck Johnson from Rice
Creek Watershed District.

Council Member Travis asked whether the Peltier Lake Association had met since the
meeting on March 4, 2002.

Mr. Lindner indicated that there had not been time to meet because of all the city
meetings in Lino Lakes and Centerville.

Council Member Nelson said she agreed that Council had asked the Association to come
back with a proposal. She then explained that she would like to see the no wake line as
far south as possible making this a compromise for her.

Mr. Richard Thompson of 1657 Peltier Lake Drive indicated that many people spoke at
the Association meeting and, when asked for input, the Association determined it would
be nice to use the bog poles as the no wake line. It was also discussed that those residents
at lilt: northeast end of the lake may not like having the no wake zone in tront of their
docks and that is why angling the line was suggested. He then commented that the
experts recommend the line go straight across in the interest of public safety and he is
fine with that.

Council Member Capra indicated she was surprised to know that Clearwater Creek drains
into Peltier Lake as well as many other tributaries.

Quit Evis addressed Council and indicated he lives on Lake Owasso and explained that
after wasting taxpayer dollars Ramsey County determined that the people best able to
manage the lake are the lake shore owners.
