<br />,- <br /> <br />. Each establishment that passes both compliance checks within a year will be given <br />a framed certificate recognizing their achievement. <br />. Annually, those establishments passing both compliance checks will be recognized <br />in the Quad Press and Hugonian with a letter of thanks from the Council for the <br />establishment's excellent prevention efforts focused on underage alcohol <br />consumption. <br />. Signage indicating a "Best PracticeD license holder provided by the City for posting, a <br />5% discount on license renewal fees, and a separate penalty grid for violations <br />. Best Practice establishments with a 3-year history of no compliance cheek failures, <br />shall be designated "Gold Star Best Practice" license holders. They will receive <br />signage by the City and receive a 10% discount on license renewal fees. If they <br />have a compliance check failure, they follow the Best Practice penalty grid, and <br />return to "Best Practice" establishment status. <br />. Both the Police Department and City Administrator are encouraged to work with the <br />school district and other organizations to educate citizens about the program and the <br />preventive efforts of the Best Practices Program. <br />. Both the Police Department and City Administrator are encouraged to work with <br />licensee's for additional opportunities to recognize prevention results. <br /> <br />Training Program <br />The Police Department shall designate a Best Practices Program Coordinator. The <br />Coordinator will focus on liaison with licensed establishments and the City <br />Administrator. The coordinator will provide opportunities to train employees using the <br />TIPS program (Training for Intervention ProcedureS). TIPS is a national education <br />program for alcohol servers. It is a five-hour course which presents to employees a new <br />approach to dealing with others. The program uses three methods of instruction; <br />Section 1 - Information <br />Section 2 - Skills Training <br />Section 3 - Practice and Rehearsal <br /> <br />At the end of the training, each server must take and pass an examination. They will <br />receive a 3 year certification through TIPS. The Police Department will offer the training <br />free of charge to Best Practice licensees and charge to reimburse expenses for <br />licensees not participating in the Best Practice Program. The Police Department will <br />work with licensees to provide training at convenient times. <br /> <br />The Police Department will also offer a two-hour short course that explains the <br />ordinance, state statutes, how to check for identification, and how to refuse service to <br />patrons. The Police Department will offer the training free of charge to Best Practice <br />licensees and charge to reimburse expenses for licensees not participating in the Best <br />Practice Program. The Police Department will work with licensees to provide training at <br />convenient times. <br />
