The EPA encourages MS4s to use existing programs from other entities to meet the <br />requirements of NPDES Phase II. They are very clear, though, that the ultimate <br />responsibility (and probably legal liability) for meeting the requirements stay with the <br />MS4. The EPA recommends that the MS4s have a "legally binding agreement" with any <br />other governmental entity that is providing a program. We recommend that you <br />consult with your City Attorney to begin drafting these agreements and initiate contact <br />with the entities that administer programs you want to use. <br /> <br />How is Bonestroo helping? <br /> <br />.
