Bonestroo Re

:ce Center - NPDES Phase II

. _ age{j 0f7

requirements and where there are gaps.
. Start thinking about programs from other entities that your city could use to meet the NPDES
Phase II requirements:
o Possible sources
. watershed organizations
. counties
. state agencies
. Met Council
. U of MN Extension
o Types of programs
. education
. water quality monitoring
. illicit discharges
. household hazardous waste disposal
. stream or lake restoration
. public input - citizens groups
. citizen volunteer programs
. construction site erosion control
o Contact other entities
. The EPA encourages MS4s to use existing programs from other entities to meet the
requirements of NPDES Phase II. They are very clear, though, that the ultimate
responsibility (and probably legal liability) for meeting the requirements stay with the
MS4. The EPA recommends that the MS4s have a "legally binding agreement" with any
other governmental entity that is providing a program. We recommend that you
consult with your City Attorney to begin drafting these agreements and initiate contact
with the entities that administer programs you want to use.

How is Bonestroo helping?

. We attended the stakeholder meetings organized by the MPCA and spoke in the Interest of
municipalities
. We reviewed the preliminary drafts of the General Permit for the MS4 program and prepared
written comments for the MPCA.
. We are maintaining this web page with current news, useful links and comments
. We are organizing a workshop to distribute information and help municipalities prepare to submit

http://www.bonestroo.comlnpdes2.asp

6/19/2002
