He further stated that he feels the cost to the City to provide <br />this convenience would be worth it. <br /> <br />Mr. Skoog asked Council to reconsider allowing at least the 80 interested residents to pay <br />by electronic fund transfer or credit card. <br /> <br />Ms. Moore-Sykes indicated that the surveys were sent out with the utility bills so that the <br />City did not incur any additional postage. She then indicated that everyone in the <br />conununity had the opportunity to fill out a survey and, of those that did, the majority did <br />not see a need for the credit card payment. <br /> <br />Mayor Swedberg asked whether an ACH would cost the City money. <br /> <br />Ms. Moore-Sykes indicated she had met with two officials from :Main Street Bank and <br />had learned that it would cost a substantial amount of money to do this. <br /> <br />Council Member Nelson conunented that an ACH would need to be set up for the same <br />amount each month. <br /> <br />Ms. Moore-Sykes indicated that credit card payments were discussed but a machine <br />would be needed along with a telephone line. <br /> <br />Council Member Nelson suggested setting up the City to be able to use paypal because <br />there is no special equipment needed. <br /> <br />Mr. Skoog indicated that 80% of his bills are paid with Visa and the remaining bills are <br />done electronically. He then said it is the modem way and he would like to have that <br />option with the City. <br /> <br />Council Member Capra pointed out that the Council had not yet voted on this matter and <br />said she would like to look into paypals as an option. <br /> <br />Mr. Skoog conunented that 25% of the residents who responded to the survey wanted this <br />and then said that perhaps the cost to the City could be offset by a $1.00 surcharge. <br /> <br />Mayor Swedberg asked if it would be helpful to Mr. Skoog to have the option of being <br />able to have his utility bill held until he returned home. <br /> <br />Mr. Skoog indicated having the bill held would mean extra bookkeeping for the City. <br /> <br />Council Member Capra pointed out that Mr. Skoog lives on Peltier Lake Drive and has <br />only sewer not water and the sewer amount is a flat fee quarterly. <br /> <br />Council Member Capra indicated that Mr. Skoog would know the amount up front and <br />could plan to make the payment accordingly. <br /> <br />Page 2 of23 <br />
